Group backs away from veterans bill
By Kevin Wingert

CASPER - A legislative committee has opted to bow out of an ongoing struggle over the direction and future of the Wyoming Veterans' Commission.
At the beginning of Tuesday's Joint Transportation, Highways and Military Affairs Interim Committee meeting, co-chairman Rep. Dave Edwards, R-Douglas, addressed the day's agenda and said the bill titled "Veterans commission amendment" would not be considered.
The bill would clarify the internal structure of the commission, making the commission's director responsive to the directives of commissioners. It also would turn the position of director into an at-will employee appointed by the governor based on recommendations from the commission.
Republican gubernatorial candidate Ray Hunkins called the bill a thinly veiled attempt by Democratic Gov. Dave Freudenthal to fire the commission's current director, Don Ewing.
All but three of the 14 legislators on the interim committee are Republicans.
The bill was drafted and presented by the head of the Wyoming Military Department, Maj. Gen. Ed Wright, that the commission is part of. Wright drafted the bill at the request of Freudenthal, who said he was responding to a number of commissioners' concerns.
In the past, some commissioners have said the director has been unresponsive to their directives and decisions.
When the originally scheduled time to consider the bill approached, retiring Sen. Tex Boggs, D-Rock Springs, asked why the bill would not be considered.
"It's a very contentious issue right now, and I think we should just stay out of it," Edwards said.
After the meeting, Edwards elaborated on his stance of tabling the bill and steering clear of the Veterans' Commission topic.
"I think because that is such a contentious and political issue," Edwards said. "We don't have the answers to what's going on in there."
Edwards, a veteran himself, cited newspaper accounts of the infighting going on within the commission itself.
"Without having the key players here, we have no business butting in," Edwards said. "I personally don't fully understand why there's so much infighting."
He left open the possibility that during the 2007 general legislative session, the committee could call in members of the commission and consider the bill.
Rep. Floyd Esquibel, D-Cheyenne, a member of the committee, agreed with the decision to table the bill.
"I think it's probably a prudent decision at this point," Esquibel said. "I'm not familiar with all the issues related to the situation that's occurred."
The timing also concerned him. "This is our last meeting before the elections," Esquibel said.
He said the committee had neither the time nor the energy to explore the bill for potential consequences that might not be intended.
Wright defended the bill and said the Military Department would continue to work on it.
"I think it's a good bill. Some of the things in there probably need to happen," Wright said.
He said if the committee didn't pick the bill back up by the time the Legislature meets in January, he would look at other options.
"I'm going to find some supporters for it and move it forward," Wright said.
He said the bill was designed to address aspects of the commission that were currently not working.
"This (bill) strengthens the relationship between the commissioners who are appointed and the staff who work for them," Wright said.
The governor's press secretary, Lara Azar, gave the governor's reaction to the committee's move.
"I think the governor is disappointed in the tabling given that this was a suggestion from the Wyoming Veterans' Commission in order to delineate their line of authority and clarify who answers to who," Azar said. "But the governor's also hopeful that it will come back up sometime before the session."
Hunkins was cautious in his assessment of the meeting.
"I'm grateful for that decision," he said. "And I think a lot of veterans are also.
"It's clear that depending on who wins the governor's race it may be re-entered, and we'll just have to wait and see what happens on Nov. 7."
