WASHINGTON, D.C. - Jesse Eugene Napper Sr., 47, of Washington, D.C., and formerly of Harpers Ferry, W.Va., died Thursday, March 19, 1998, in Washington, D.C.
Born Nov. 2, 1950, in Ranson, W.Va., he was the son of the late Henry Ammon and Marie Green Napper.
He was a former employee of the U.S. Postal Service and Department of Interior.
He was an active member and choir member of Queens Chapel United Methodist Church, Beltsville, Md.
He is survived by one daughter, Monique Napper of Silver Spring, Md.; two sons, Jesse E. Napper Jr. and Andre Napper, both of Silver Spring; one sister, Lucy Marie Napper of Parma, Ohio; two brothers, Joseph Napper and Benjamin Napper, both of Harpers Ferry; and one granddaughter.
He was preceded in death by six brothers, Lewis Napper, Thomas Napper, Robert Napper, Francis Napper, Ammon Napper and Donald Napper.
Services will be Wednesday at 10 a.m. at Queens Chapel United Methodist Church, 7410 Old Murkirk Road, Beltsville. The Rev. Leon Kess will officiate.
A second service will be Wednesday at 1 p.m. at First Zion Baptist Church, Ridge Street, Harpers Ferry. The Rev. John Green will officiate. Burial will be in Cedar Hill cemetery, Harpers Ferry.
The family will receive friends at the church today from 7 to 9 p.m.

MARTINSBURG, W.Va. - William Thomas Kelly, 67, of Martinsburg, died Friday, March 20, 1998, in Veterans Affairs Medical Center, Martinsburg.

Nellie G. Winkler
MARTINSBURG, W.Va. - Nellie G. Winkler, 86, of Martinsburg, died Monday, March 23, 1998, in Shawnee Springs Nursing Home, Winchester, Va.
Born Dec. 3, 1911, in Martinsburg, she was the daughter of the late James Edgar and Grace Rice Johnson.
She was preceded in death by her first husband, John Walker, and her second husband, Abner Winkler.
She formerly was employed at Interwoven Mills and by Berkeley County schools as a cook at Pikeside School.
She was a member of Trinity United Methodist Church.
She was a member of City Hospital Ladies' Auxiliary and the Salvation Army.
She is survived by three nieces, Lois Brady of Martinsburg, Sharon Butts of Woodbridge, Va., and Katherine Paquette of North Canton, Ohio; one nephew, Christian Johnson of Middletown, Md.; 12 great-nieces and great-nephews.
Services will be Wednesday at 11 a.m. at Brown Funeral Home, 327 W. King St., Martinsburg. G. Edward Grove will officiate. Burial will be in Rosedale cemetery, Martinsburg.

Will O. Fincham
SHEPHERDSTOWN, W.Va. - Will Oscar Fincham, 81, of Little Run Acres, died Sunday, March 22, 1998, at Integrated Health Services of West Virginia, Charles Town, W.Va.
Born Sept. 1, 1916, in Rappahannock County, Va., he was the son of the late John Henry Fincham and Bessie Jenkins Fincham Clarke.
He was owner and operator of Fincham's Home Improvement Co., Washington, D.C.
He was of the Protestant faith.
He is survived by his wife of 32 years, Patricia A. Hammond Fincham; two daughters, Teri Lynn Clover of Shepherdstown and Mary Helen Jenkins of Flintwood, Va.; three sisters, Frances Bradley of Fairfax, Va., Dorothy Fincham and Helen McLaughlin, both of Falls Church, Va.; three grandchildren; 26 great-grandchildren; seven foster grandchildren; nieces and nephews.
He was preceded in death by three sisters, Libby Fincham, Jesse Necessary and Peggy Zellner; and four brothers, Harrison Fincham, George Fincham, Sam Fincham and Reed Fincham.
Graveside services will be Wednesday at 11 a.m. at Elmwood cemetery, Shepherdstown. Pastor Michael Lowrey will officiate.
There will be no visitation.

Evaun F. Hardman
MARTINSBURG, W.Va. - Evaun Files Hardman, of Martinsburg, died Sunday, March 23, 1998, at City Hospital, Martinsburg.
She was the daughter of Nellie M. Files of Martinsburg and the late Virgil T. Files.
She was a 1941 graduate of Hedgesville High School, Hedgesville, W.Va. She was a 1942 graduate of the former West Virginia College of Beauty Culture.
She was employed as an instructor at West Virginia College of Beauty Culture from 1942 to 1951. She studied advanced hair styling in New York City, and Louisville, Ky. She was appointed to West Virginia State Board of Barbers and Beauticians by Gov. William C. Moreland in 1956, a position she held until 1977.
In addition to her mother, she is survived by two sons, Craig A. Hardman and Carter F. Hardman, both of Martinsburg; and two grandchildren.
Graveside services will be Wednesday at 1 p.m. at Rosedale cemetery, Martinsburg. The Rev. Paul Stanley will officiate.

BUNKER HILL, W.Va. - J. Theodore Sensel, 84, of Bunker Hill, died Monday, March 23, 1998, at City Hospital, Martinsburg, W.Va.
Born May 7, 1913, in Berkeley County, W.Va., he was the son of the late Daniel J. and Flora Belle Starliper Sensel.
He retired from Thorn Lumber Co.
He was a member of Bunker Hill United Methodist Church.
He was a member of United Commercial Travelers; and Inwood-Bunker Hill Lions Club.
He is survived by his wife, Lillian M. McCauley Sensel; one son, Tevis Sensel of Bunker Hill; one sister, Hezzie Payne of Hedgesville, W.Va.; two grandchildren; and three great-grandchildren.
He was preceded in death by three sisters, Rose Runkles, Ann Pettigrew and Mary Files; and seven brothers, Fred Sensel, Roy Sensel, Robert Sensel, David Sensel, Raymond Sensel, Bill Sensel and Earl Sensel.
Services will be Thursday at 2 p.m. at Bunker Hill United Methodist Church. The Rev. Elsie M. McKenney will officiate. Burial will be in Rosedale cemetery, Martinsburg.

William F. Dial
WESTBURY, N.Y. - William F. Dial, 72, of Westbury, died Saturday, March 21, 1998, at St. Francis Hospital, Flower Hill, N.Y.
Born April 3, 1925, in Huntington, W.Va., he was the son of the late Landon and Nevada Booth Dial.
He was a 1942 graduate of Huntington High School. He received a master's degree in political science from Marshall University in 1949, and continued his postgraduate work at New York University.
A medical writer and editor, he contributed to such magazines as MD and Hospital Practice. As a medical correspondent, he reported from such places as Moscow, Buenos Aires, Tel Aviv and Kyoto.
He served from 1944 to 1947 in the U.S. Merchant Marine and was decorated for service in three theaters of war.
He is survived by his wife, Carolyn Thomasson Dial; two daughters, Sarah D. Primrose of Langley, Wash., and Nora C. Dial of Brooklyn, N.Y.; three sons, Stephen F. Dial of Anaheim Hills, Calif., Paul L. Dial of Westbury, N.Y., and William G. Dial of Highland Falls, N.Y.; three sisters, Ruby Johnson of Wilmington, N.C., Matilda Stein of Pawhuska, Okla., and Marion Longbotham of Bend, Ore.; and three grandchildren.
Graveside services will be Saturday at 3 p.m. at Pleasant View Memory Gardens, Martinsburg, W.Va.
The family will receive friends Thursday from 4 to 6 p.m. at Donohue Funeral Home, Westbury.

Charles R. Yost
BERKELEY SPRINGS, W.Va. - Charles Raymond Yost, 71, of Berkeley Springs, died Monday, March 23, 1998, at his home.
Born Aug. 1, 1926, in Goshen, Va., he was the son of the late Peter E. and Bertie Sweetie Zembro Yost.
He attended Timber Ridge, West Branch, Greenwood and Grape Hill schools in Virginia.
In 1957, he founded Yost Lumber Co./Yost Building Supply in Berkeley Springs, which he operated until Dec. 10, 1992.
A U.S. Army veteran, he served during World War II. He was awarded a Purple Heart, European African Middle Eastern Theater Ribbon, Good Conduct Medal, World War II Victory Ribbon and Army German Occupation Medal. He served in the U.S. Navy during the Korean War.
He was of the Methodist faith.
He was a member of AARP; Alderton-Dawson American Legion Post 60, Berkeley Springs; past president of Berkeley Springs-Morgan County Chamber of Commerce; and was president of Fairview Drive Water Association.
He is survived by his wife of 51 years, Frances Rachel Dawson Yost; two daughters, Cherie Lynn Lawyer of Berkeley Springs and Lisa Jane Yost of Martinsburg, W.Va.; one son, Arlie Raymond "Butch" Yost of Berkeley Springs; one sister, Pauline Shackelford of Berkeley Springs; five brothers, Edward Yost of Cross Junction, Va., Marvin Yost of Unger, W.Va., Earl Yost of Berkeley Springs, George "Dick" Yost of Cleveland and Leroy Yost of Berkeley Springs; five grandchildren; and nieces and nephews.
He was preceded in death by one son, Charles William "Chick" Yost, in 1965; and one brother, Harry Yost.
Services will be Thursday at 2 p.m. at Helsley-Johnson Funeral Home, 306 Union St., Berkeley Springs. The Rev. Henry L. Fisher will officiate. Burial will be in Greenway cemetery, Berkeley Springs, with graveside military honors by Tri-State Honor Guard.
The family will receive friends today from 2 to 4 p.m. and 7 to 9 p.m. at the funeral home. The funeral home will be open today from 10 a.m. to 9 p.m.
