MARTINSBURG, W.Va. - Nancy Ann Yingling Wiley, 82, of Martinsburg, died Saturday, Feb. 27, 1999, at City Hospital in Martinsburg.
Born March 14, 1916, in Towson, Md., she was the daughter of the late Caroline Blanche and Henry Martin Yingling.
She was preceded in death by her husband of 54 years, Bertram B. Wiley Jr.
She was a 1933 graduate of Towson High School; and a graduate of Baltimore Business College.
She worked in Washington D.C., as a secretary in the office of Louisiana Senator Huey Long; a secretary for Johns-Manville Corporation of Baltimore; secretary and treasurer of North Harford High School.
She was a Sunday school teacher, 4-H leader; member of Towson High School Alumni Association; Jarrettsville Grange; Bethel Schooner Club; Jarrettsville Booklovers Club; Jarrettsville Lioness Club; AARP; Maryland Farm Bureau; and Parkton Chapter 42 Order of the Eastern Star.
She is survived by a daughter, Rebecca Ann Wilson of Shepherdstown, W.Va.; and two granddaughters, Laura Beth Wilson and Amy Lynn Wilson.
Services will be Saturday at 2 p.m. at Bethel Presbyterian Church in Madonna, Md. The Rev. Bruce Barstow will officiate. Burial will be in the church cemetery.
Friends may call Friday from 2 to 4 p.m. and 7 to 9 p.m. at the church.

Nora C. Kelly
HARPERS FERRY, W.Va. - Nora Collins Kelly, 92, of River View Park, and formerly of Washington, D.C., and Greenbelt, Md., died Wednesday, March 3, 1999, at Shenandoah Nursing and Rehabilitation Center, Charles Town, W.Va.
Born July 11, 1906, in Limerick, Ireland, she was the daughter of the late Denis and Margaret Collins Collins.
She was preceded in death by her husband, James Francis Kelly, in 1988.
She was a homemaker. Prior to her marriage, she worked for the National Education Association in Washington, D.C.
She was a member of St. James Catholic Church in Charles Town.
She is survived by two daughters, Mary P. McCoy of Davis, Calif., and Margaret A. Powell of Santa Rosa, Calif.; four sons, Dennis F. Kelly of Harpers Ferry, William J. Kelly and John P. Kelly, both of College Park, Md., and James A. Kelly of Crofton, Md.; two sisters, Sheila Richardson and Kathleen Stuart, both of Arlington, Va.; a brother, Daniel Collins of Limerick, Ireland; 11 grandchildren; four great-grandchildren; nieces and nephews.
She was preceded in death by three sisters, Madgie Collins, Johanna Collins and Mary McGuire; and two brothers, Denis Collins and John Collins.
A Mass of Christian Burial will be celebrated Monday at 10 a.m. at St. James Catholic Church, Charles Town. The Rev. Brian Owens will be celebrant. Burial will be Monday at 2 p.m. in Mount Olivet cemetery, Bladensburg Road, Washington, D.C.
The family will receive friends Sunday from 3 to 5 p.m. and 7 to 9 p.m. at Melvin T. Strider Colonial Funeral Home, 310 Fairfax Blvd., Charles Town.

Bertha V. Nickens
CHARLES TOWN, W.Va. - Bertha Violet Johnson Nickens, 78, of Charles Town, died Thursday, March 4, 1999, at Winchester Medical Center, Winchester, Va.
Born Sept. 2, 1920, in Clark County, Va., she was the daughter of the late Clarence Johnson, Catherine Williams and stepmother, Eleanor Johnson.
She was preceded in death by three husbands, John Laws, Clarence Scott and James William Nickens.
She was a dietitian for Shenandoah Nursing and Rehabilitation Center, Charles Town.
She was a member of Zion Baptist Church. She belonged to many groups in the church, missionaries, usher board and choirs, among others.
She was a member and past matron of Elks IBPOW.
She is survived by three sons, John H. Laws and Noah A. Laws Sr., both of Winchester and Eugene M. Johnson of Baltimore; a sister, Edna Birdsong of Washington, D.C.; a stepsister, Sarah Gibert of Winchester; eight grandchildren; and 21 great-grandchildren.
She was preceded in death by three brothers, Walter Johnson, William Johnson and Samuel Johnson; and a stepbrother, John Robert Phillips Jr.
Services will be Monday at 11 a.m. at Jefferson Chapel Funeral Home, Ranson, W.Va. The Rev. Abner Carey Jr. will officiate. Burial will be in Little Chapel cemetery, Millwood, Va.
The family will receive friends Sunday from 7 to 8 p.m. at the funeral home.
Charles C. Lightner
MARTINSBURG, W.Va. - Charles C. Lightner, 45, of Martinsburg, died Friday, March 5, 1999, at City Hospital, Martinsburg.
Born July 9, 1953, in Martinsburg, he was the son of the late Calvin C. Staubs and Mary Smeltzer Lightner.
He was a brick mason.
He was a member of International Union of Bricklayers; and Allied Craft Workers, Local 6.
He is survived by two daughters, Holly Lightner of Clear Spring and Amy Lightner of Martinsburg; two sisters, Josie Stotler of Martinsburg and Cookie Davis of Flemington, N.J.; a brother, Elden Wayne Lightner of Martinsburg; two grandchildren; nieces; nephews; and a close friend, Debbie Lightner of Martinsburg.
He was preceded in death by a sister, Tammy Lee Staubs.
Services will be Sunday at 1:30 p.m. at Brown Funeral Home, 327 W. King St., Martinsburg. The Rev. Don B. Smith will officiate. Burial will be in Harmony cemetery, Marlowe, W.Va.

SHEPHERDSTOWN, W.Va. - Robert H. Constantine, 43, of Shepherdstown, died Tuesday, March 2, 1999, at his home.
Born Nov. 18, 1955, in Baltimore, he was the son of the late Howard Uhler and Catherine Kaylor Constantine Jr.
He was employed by Quebecor.
He is survived by a brother, Howard U. Constantine III of Marriottsville, Md.; his fiancee, Beatrice Johnston of Shepherdstown; a niece and a nephew.
Services will be Tuesday at 11 a.m. at Brown Funeral Home, 327 W. King St., Martinsburg. The Rev. William C. Crowe will officiate. Entombment will be in Cedar Lawn Memorial Park, Hagerstown.

Charles L. Rice Jr.
MARTINSBURG, W.Va. - Charles L. "Skip" Rice Jr., 52, of Martinsburg, died Thursday, March 4, 1999, at Johns Hopkins Hospital, Baltimore.
Born March 13, 1946, he was the son of Thelma Mason Rice Santmier of Martinsburg and the late Charles L. Rice Sr.
He was employed with Veterans Affairs Medical Center, Martinsburg.
He served with the U.S. Army.
He was a member of Berkeley Station Bible Church.
In addition to his mother, he is survived by his stepmother, Anna Rice of Martinsburg; a daughter, Kimberly Lapp of Martinsburg; a son, Jonathan Rice of Florida; four sisters, Cynthia Rice, Kathy Rice and Anna Rice, all of Baltimore and Karen Rice of Martinsburg; 10 brothers, Roger Rice, David Rice, Terry Rice, Larry Rice and James Rice, all of Baltimore, Darrell Rice, George Rice, Gregory Bell and French Bell, all of Pennsylvania and Terry Engle of Martinsburg; and his fiancee, Donna Jean Domer of Martinsburg.
He was preceded in death by a brother, Phillip Rice.
Services will be Tuesday at 2:30 p.m. at Brown Funeral Home, 327 W. King St., Martinsburg. The Rev. Fred A. Greenfield will officiate. Burial will be in Harmony cemetery, Marlowe, W.Va., with military graveside services conducted by members of Newton D. Baker Post 896 and Berkeley Post 14, American Legion.
