GERRARDSTOWN, W.Va. - Ray Herman Moats Sr., 53, of Gerrardstown, died Tuesday, Nov. 9, 1999, at Frederick (Md.) Memorial Hospital.
Born Nov. 16, 1945, in Hagerstown, he was the son of Rhoda Hutzell Delauter of Boonsboro and the late Russel H. Moats.
He was preceded in death by his wife, Rachel Housden Moats.
He was a 1963 graduate of Boonsboro High School.
He retired from the civil service, stationed at Fort Ritchie.
A U.S. Army veteran, he served from 1963 to 1980. He served three tours in Vietnam. He received the Army Commendation Medal and the Bronze Star.
In addition to his mother, he is survived by two daughters, Linda Griffith of Sharpsburg and Carolyn Moats; a son, Ray H. Moats Jr. of Gerrardstown; and a grandson.
Services will be Saturday at 1 p.m. at Brown Funeral Home, 327 W. King St. in Martinsburg. Dr. G. Edward Grove will officiate. Burial will be in Manor Church cemetery in Fairplay, with military services by Morris Frock Post 42 American Legion in Hagerstown.
The family will receive friends Friday from 7 to 9 p.m. at the funeral home.
Walter E. Wilson Jr.
HEDGESVILLE, W.Va. - Walter E. Wilson Jr., 69, of Hedgesville, died Wednesday, Nov. 10, 1999, at Winchester (Va.) Medical Center.
Born Oct. 25, 1930, in Martinsburg, W.Va., he was the son of the late Walter E. and Mary Rickel Wilson Sr.
He was a self-employed cabinet maker.
He was a member of Hedgesville Independent Church of God.
He is survived by his wife, Ada Blair Wilson; a daughter, Sharon J. Wilson of Martinsburg; two sons, Terry E. Wilson and Steven M. Wilson, both of Hedgesville; a sister, Patricia Everhart of Martinsburg; three brothers, Victor Wilson of Martinsburg, Douglas Wilson of Inwood, W.Va., and Wayne Wilson of Hedgesville; and seven grandchildren.
Service will be Friday at 11 a.m. at Brown Funeral Home, 327 W. King St. in Martinsburg. The Revs. Hennis Fox and Joseph Mercer will officiate. Burial will be in Hedgesville cemetery.
The family will receive friends today from 7 to 9 p.m. at the funeral home.
Charles H. Tomlin
CHARLES TOWN, W.Va. - Charles Harris Tomlin, 88, of Charles Town, died Monday, Nov. 8, 1999, at Jefferson Memorial Hospital in Ranson, W.Va.
Born July 21, 1911, in Clarke County, Va., he was the son of the late Charles E. and Sarah M. Oates Tomlin.
He retired from Halltown Paper Board Co., in Halltown, W.Va. He previously was a self-employed farmer in Jefferson County, W.Va.
He was a Protestant.
He was an honorary member of Citizens Fire Co. in Charles Town.
He is survived by his wife of 59 years, Bettie Jackson Tomlin; a daughter, Imogene M. Skinner of Myrtle Beach, S.C.; two sisters, Edith Costello of Charles Town and Montell Ashwood of Ranson; two grandchildren; and a great-grandchild.
He was preceded in death by two brothers, Willard Tomlin and Marshall H. Tomlin.
Services will be Friday at 11 a.m. at Melvin T. Strider Colonial Funeral Home in Charles Town. Lay Minister Alvin Russell will officiate. Burial will be in Edge Hill cemetery in Charles Town.

Margaret S. Brown
SHEPHERDSTOWN, W.Va. - Margaret S. Brown, 79, of Shepherdstown, died Monday, Nov. 8, 1999, at Frederick Memorial Hospital.
Born Feb. 2, 1920, in Nashville, Tenn., she was the daughter of the late William and Margaret Stirling.
She was a graduate of Draughan's Business College in Nashville.
She was a staff member of the Tennessee State Planning Commission and the Salvation Army in Nashville.
She was a member of the Ministry Studies Board in Washington, D.C.; and was executive secretary to the director of the U.S.D.A. Graduate School in Washington, D.C., retiring in 1983.
She was a member of Shepherdstown Presbyterian Church. She was a charter member of St. Mark United Presbyterian Church in Bethesda, Md., and had been clerk of session and elder.
She volunteered at City Hospital in Martinsburg, W.Va.; and was a member of bridge groups.
She is survived by her husband of 56 years, J.D. Brown; two daughters, Janet B. Weston of Lubec, Maine, and Patricia Brown of Arlington, Va.; one son, William D. Brown of Washington, D.C.; and three grandchildren.
A memorial service will be held Saturday at 2:30 p.m. at Shepherdstown Presbyterian Church.
Memorial donations may be made to the Salvation Army.

Michelle L. Winston
KEARNEYSVILLE, W.Va. - Michelle Lynnett Winston, 10, of Kearneysville, died Monday, Nov. 8, 1999, at Jefferson Memorial Hospital in Ranson, W.Va.
Born July 19, 1989, in Martinsburg, W.Va., she was the daughter of Tina M. Winston of Martinsburg.
She was a fifth-grade student at North Jefferson Elementary School in Kearneysville.
She was a member of Trinity Temple Church of God in Martinsburg.
In addition to her mother, she is survived by her grandparents, James and Frances Ferguson of Kearneysville, with whom she lived; six sisters, Shalonda Winston, Marquitta Winston and Bioncca Winston, all at home, Ebony Winston, Malika Winston and Katisha Winston, all of Martinsburg; two brothers, Tevis Winston and Gary Winston, both at home; aunts; uncles; great-aunts and great-uncles.
She was preceded in death by a sister, Natanya Winston.
Services will be Friday at 3 p.m. at Brown Funeral Home, 327 W. King St. in Martinsburg. Elder Raymond Johnson will officiate. Burial will be in Pleasant View Memory Gardens.

Bethel I. Orr
MARTINSBURG, W.Va. - Bethel I. Orr, 89, of Martinsburg, died Tuesday, Nov. 9, 1999, in Berryville, Va.
Born April 19, 1910, in Berkeley Springs, W.Va., she was the daughter of the late James and Nannie Unger Swaim.
She was preceded in death by her husband, Lloyd A. Orr.
She retired from Perfection Garment Co.
She was a member of Central Church of Christ.
She is survived by a daughter, Janice Ryan of Williamsport; and a son, James E. Orr of Inwood, W.Va.
She was preceded in death by two sisters, Margie Lighter and Iona Swaim.
Services will be Thursday at 11 a.m. at Brown Funeral Home, 327 W. King St. in Martinsburg. The Rev. Warren F. Kenney will officiate. Burial will be in Rosedale cemetery.
