JOYCE K. WILLIAMS
MOOREFIELD, W.Va. - Joyce K. Williams, 62, of Clements Street, Moorefield, passed away Sunday morning, Aug. 8, 1999, at her residence.
Born April 16, 1937, in Hardy County, W.Va., she was a daughter of the late Roy G. "Gip" and Katharine (Hutter) Kessel.
Mrs. Williams was the owner/operator of K&W; Equipment of Moorefield, a farmer, a member of the Duffey Memorial United Methodist Church, a 4-H leader for many years, a member of the Kessel Farm Women's Club, an Outreach Chairperson for Duffey Memorial United Methodist Church, the first mobile librarian for Hardy County, a resident librarian for VPI in Blacksburg, Va., and a graduate of Catherman's Business School of Cumberland.
Surviving are her husband, C. Elwood Williams; four children, Vickie W. Hott of Morgantown, W.Va., J. Hunter Williams of Fisher, W.Va., C. Carter Williams of Old Fields, W.Va., and Carla W. Tanner of Harrisonburg, Va.; two brothers, Leroy E. Kessel of Fisher, W.Va., and Leon H. Kessel of Richmond, Va.; and four grandchildren, Kellan A. Williams, Luke G. Williams, Carson T. Hott and Logan G. Hott.
Funeral services will be conducted at 11 a.m. Wednesday at the Duffey Memorial United Methodist Church with the Rev. Ted Osgood and the Rev. Ron Bowyer officiating.
Burial will follow in the Olivet cemetery in Moorefield.
Friends may call after 7 p.m. Monday and after 8 a.m. Tuesday at the Fraley Funeral Home in Moorefield. The family will receive friends from 7 to 9 p.m. Monday and 2 to 4 and 7 to 9 p.m. Tuesday.
Mrs. Williams will be taken to the church one hour prior to the services.

WINIFRED O. RUCKMAN
ROMNEY, W.Va. - Winifred Onile Ruckman, 81, of 164 Bethel Grange Road, Winchester, Va., formerly of Romney, died Sunday, Aug. 8, 1999, at the home of her daughter, Jeanette Richman and husband Glen.
Born May 7, 1918, in Slanesville, she was the daughter of the late Elza Rufus Hott and Hilda Ona (Haines) Hott.
Mrs. Ruckman worked at National Fruit in Winchester and retired from J. Shoenaman Inc., Winchester.
She was a member of Bethany Hill Baptist Church, Winchester.
Surviving are four sons, Wendell "Jack" Ruckman and Stanley Ruckman of Romney, Richard Ruckman of Anadarka, Okla., and William "Bill" Ruckman of Decatur, Ga.; five daughters, Jeanette Richman of Winchester, Patty Hott and Judy Kenney, both of Romney, Linda Smith of Cumberland, Md., and Wanda Ely of Moorefield, W.Va.; three sisters, Opal Wolford of Capon Bridge, W.Va., Verly Conn of Richmond, Ind., and Nellie Rowzee of Burton, Mich.; two brothers, Ersil Hott and Lindy Hott, both of Augusta, W.Va.; 31 grandchildren; 64 great-grandchildren; and four great-great-grandchildren.
She was preceded in death by one daughter, Martha Onile Kreiling; four brothers; and one sister.
The family will receive friends at the McKee Funeral Home, Augusta, W.Va., Tuesday from 2 to 4 and 7 to 9 p.m.
Services will be conducted in the McKee Funeral Home Chapel, Wednesday at 2 p.m. with Carol Brill and the Rev. Joseph Metzler officiating.
Grandsons will serve as pallbearers and honorary pallbearers.

ROY T. SMOOT SR.
BURLINGTON, W.Va. - Roy T. Smoot Sr., 65, of Burlington, formerly of Baltimore, died Tuesday, Nov. 2, 1999, at Nanticoke Memorial Hospital in Seaford, Del., of a heart failure.
Mr. Smoot retired in 1988 from the Baltimore Police Department where he served for 32 years. He was a member of the F.O.P. and the Burlington Union Church.
Surviving is his wife of 46 years, Elizabeth "Libby" Fox Smoot; three sons, Dr. Roy T. Smoot Jr., Seaford, Keith E. Smoot, Burlington, W.Va., and Scott H. Smoot Sr., Seaford; and eight grandchildren.
Friends will be received at the Cranston Funeral Home, 300 Shipley St., Seaford, Friday from 7 to 9 p.m. and Saturday from 10 to 11 a.m.
Funeral services will be conducted there on Saturday, Nov. 6, at 11 a.m.
Burial will be in the Cedar Hill cemetery, Brooklyn Park, Md., Saturday at 2 p.m.

ROBERT H. RIGGS
WILEY FORD, W.Va. - Robert H. Riggs, 63, of Wiley Ford, went to be with the Lord on Saturday, April 24, 1999, at Memorial Hospital.
Born Feb. 10, 1936, in Rowlesburg, he was the son of the late Elmer and Beryl (Plum) Riggs. He also was preceded in death by one sister, Jean Gary.
Mr. Riggs was retired from PPG Industries. He was a member of United Glass and Ceramic Workers of America, Local 180, and a member of the Wiley Ford Church of the Brethren, the Cumberland Moose, and Cumberland Model Aircraft Society. He was an avid Dobro player and his love was bluegrass music.
Surviving are his loving and devoted wife, Joyce L. (Noel) Riggs; one daughter, Dianna D. Howard and husband Jim, Carpendale; a very special loving grandson, James 'Jimmy' Evans Robert Howard; one sister, Geneva Nine and husband Robert, Baltimore; four brothers, Billy Riggs and wife Regina, Mountain Lake Park, Keith Riggs and wife Margaret Ann, Wiley Ford, Paul Riggs and wife Delores, Rowlesburg, and Jerry Riggs and wife Margie, St. Mary's; and a number of nieces and nephews.
A memorial service will be conducted at the Wiley Ford Church of the Brethren, Wiley Ford, on Tuesday, April 27, at 2 p.m. with Pastor Paul Dietz officiating. At Mr. Riggs' request, his body will be cremated.
In lieu of flowers, memorial contributions may be made to the American Cancer Society in memory of Robert H. Riggs.

LOWELL S. ROBERTSON
RIDGELEY, W.Va. - Lowell S. Robertson, 67. of Ridgeley, died of cancer Thursday, July 22, 1999, at Sacred Heart Hospice.
Mr. Robertson was the son of the late Stanley G. and Bertie V. Robertson and the brother of the late Georgia M. Ridenour.
He is survived by three nieces, a nephew and their children.
He graduated from Ridgeley High School in 1949.
Mr. Robertson was a U.S. Army veteran and a retired railroad employee. He belonged to the American Legion Posts in Ridgeley and Cumberland. He also was a member of the VFW, the Eagles, the Elks, and the Outdoorsman's Club.
Prior to his death, Mr. Robertson made arrangements to donate his body to the Human Gift Registry at the Medical School of West Virginia University in Morgantown.
A memorial service will be held at a future date.

LAWRENCE G. ROBEY
KEYSER, W.Va. - Lawrence G. Robey, 89, of 144 "D" St., Keyser, died Friday, Nov. 12, 1999, at his residence.
Born Dec. 24, 1909, in Purgitsville, he was the son of the late Casper and Anny (Bobo) Robey. He also was preceded in death by his wife, Catherine R. (Ellifritz) Robey on March 5, 1990; and one sister, Virginia Mullen.
Mr. Robey was a retired engineer with the B & O Railroad with 30-plus years of service. He also was formerly employed as a truck driver for Masteller Coal Company. He was an active member of the Calvary United Methodist Church, Keyser, and the Men's Memorial Sunday School Class of the church. Mr. Robey was an avid hunter and fisherman and railroading was the real love of his life.
Surviving are one son, Gary L. Robey, York, Pa.; four grandchildren, Sheryl Sipling, Gary L. Robey Jr., Larry Robey and Scott Robey; seven great-grandchildren; and one great-great-grandchild on the way.
Friends may call at the Smith Funeral Home, Keyser, on Saturday from 7 to 9 p.m.
