Brian Kapnicky, 53, passed away at his
residence in Parkersburg on Feb. 19, 2011. He
is survived by his son, Jason Kapnicky of
Fairmont; two daughters, Tiona Kapnicky of
Fairmont and Aaron Castleberry of Daybrook,
W.Va.; two brothers, Paul of Parkersburg, and
Michael of Columbus, Ohio; and sister, Indica
Martin of Columbus.
He was preceded in death by his parents,
George and Mary Agnes Flaherty- Kapnicky of
Parkersburg.
He was employed by Alcan Aluminum of Fairmont
for many years and was also self-employed with
his business, Kapnicky Painting.
Memorial services will be 1 p.m. Saturday,
March 5, 2011, at Kimes Funeral Home, 521
Fifth Street, Parkersburg.
Lucinda "Cindy Caplinger Collins
Parkersburg, WV
Lucinda "Cindy" Caplinger Collins, 46, of
Parkersburg passed away Feb. 16, 2011, after a
short battle with cancer.
She worked at Der Dog Haus for 23 years. She
loved cooking in her spare time, she enjoyed
spending time with her family and watching
NASCAR.
She is survived by her husband of 15 years,
David (Wayne) Collins; her mother, Betty
Cottrell; one son, Bradley Caplinger
(Heather); one daughter, Amanda Caplinger; 11
brothers and sisters, Roxie Blackwell, Norma
Jenkins, Connie Price, Tina Starcher, Rana
Mahone, Robert Midcap, Doug Cottrell, Randy
Midcap, Wayne Caplinger, Ed Caplinger and Joe
Caplinger; one great friend and brother-in-
law, Terry; also several other brothers and
sisters-in-law; and nieces and nephews; and
her good friend and mother-in-law, Fay Shehane.
She was preceded in death by her father,
Joseph Wayne Caplinger. There will be a
memorial service for family and friends at a
later date.
There will also be a benefit on March 12, from
3-8 p.m. in her honor at the 14th Avenue
Gospel Mission Church in Parkersburg.
Cremation arrangements are being provided by
Kimes Funeral Home and Cremation Services.
Wilma Jean Trippett
Parkersburg, WV
Wilma Jean Trippett. 81, of Unity Place,
Parkersburg, passed away Feb. 15, 2011, at the
Willows Center.
She was born Oct. 15, 1929 in Wood County, a
daughter of the late Bryan and Mabel Wiant
Radcliff.
Jean was a member of the South Parkersburg
Baptist Church and retired from Ralph's Market
with 34 years of service. She enjoyed playing
Bingo.
Surviving are her two daughters, Brenda
(Randy) Epling of Parkersburg and Darlene
(Earl) Argabrite of Vienna; two stepdaughters,
Sherry Trippett of Parkersburg and Beverly
Knight of Belpre; three grandchildren, Amy
Epling, Jeff (Pam) Argarbrite and Angie
Argarbrite (Kurt Westfall); four
stepgrandchildren, Buffy, Stacy, Michelle and
Brent; several great and stepgreat-
grandchildren; one brother, James "Jimmy"
Radcliff (Judi) of Parkersburg, and several
nieces and nephews.
In addition to her parents, she was preceded
in death by her husband, Cecil O. Trippett;
two brothers, Kenneth and Ernest Radcliff, and
a sister, Betty McMullen.
The funeral service will be held at 11:30 a.m.
Saturday at Kimes Funeral Home, 521 Fifth
Street, Parkersburg. Pastor Ed Rogers will
officiate and burial will follow at Sunset
Memory Gardens.
The visitation will be on Friday from 2-8 p.m.
Dr. Paul Lee Milhoan
Vienna, WV
Dr. Paul Lee Milhoan Jr., 60, of Vienna passed
away at his home Feb. 10, 2011, after a
courageous battle with cancer.
Paul was born July 1, 1950. He was the son of
the late Paul L. Milhoan Sr. and Juanita M.
Naylor-Milhoan of Belmont.
Paul acted in 11 musical productions at the
Actors Guild in Parkersburg as well as WVU-P,
most recently playing the Governor in "Man of
La Mancha." He was a former member of the
gospel group, "Four of the Family." He also
enjoyed boating, spending time with his
grandchildren and collecting American Indian
and Civil War artifacts.
Paul's mission in life as the assistant
Professor/Director of non-traditional programs
at WVU-P was to help non-traditional students
achieve their continuing educational goals and
dreams. Paul was employed at Cytec, formerly
known as American Cyanamid, from 1969 to 1995.
After being laid off in 1995, he turned his
loss into an opportunity. He earned his
Bachelor of Human Resource Management degree
at Wheeling Jesuit University in 1997, his
Masters of Business Administration from Ohio
University in 1998 and his Doctorate of
Educational Leadership Studies from West
Virginia University in May 2007. He served as
Technology Division chair from 2005-2008 at
the Caperton Center for Applied Technology at
WVU-P. He also was a former member of the
Education Committee of the Parkersburg Chamber
of Commerce.
He is survived by his wife Linda Milhoan of
Vienna; his son, Jasen P. Milhoan (Loree) of
Amesville, Ohio; his daughter, Shellie L.
Leeson (Eric) of Parkersburg; his stepson,
Bradley D. Mace (Gina) of Parkersburg; his
stepdaughter, Kristi A. Sorrow (Dan) of
Jacksonville, Fla.; one brother, Mark Milhoan
(Joanne) of Moody, Ala.; one sister, Rebecca
Spicer (Jack) of Cumming, Ga.; eight
grandchildren; many nieces and nephews; and
many loving pets.
He was a wonderful husband, father and Papaw.
He will be greatly missed by family, friends
and all those whose lives he has touched.
The family will be receiving friends 3:30-6:30
p.m. Friday, Feb. 18 at Kimes Funeral Home.
The memorial service will be 2:30 p.m.
Saturday, Feb. 19 at Kimes Funeral Home.

Vienna, WV
Audriana Marie Turner-Delancey, newborn infant
daughter of Raymond Delancey and Racheal
Turner of Vienna.
She was born Feb. 9, 2011, at Camden-Clark
Memorial Hospital.
In addition to her parents, she is survived by
paternal grandparents, Pauline Delancey of
Belpre, Richard Vincent of Belpre; paternal
great-grandmother, Irene Delancey of
Waterford, Ohio; maternal grandmother, Cynthia
Turner of Parkersburg; maternal great-
grandparents, Pamella and Dale Turner of
Vienna; great aunt, Darla Dunfee of Coolville;
great aunt and uncle, Jennifer and Bryan
Stroahler of Marietta and great aunt and
uncle, David and Teresa Turner of Vienna.
The funeral service will be held 1 p.m. Monday
at Kimes Funeral Home, 521 Fifth Street,
Parkersburg with Pastor Dan Bryan officiating.
Burial will follow in Babyland at Sunset
Memory Gardens. The visitation will be on
Sunday from 6-8 p.m. and on Monday beginning
at Noon.
Hazel Elliott Best
Parkersburg, WV
Hazel Elliott Best, 85, of Parkersburg, passed
away Feb. 8, 2011, at Davis Memorial Hospital
at Elkins.
She was born July 24, 1925 in Parkersburg, a
daughter of the late Edward Lee and Jessie
Quick Elliott.
She was a member of Trinity United Methodist
Church where she had served as church
secretary and had been a member of the
Ellenton, Fla. UM Church. She worked at
Automatic Stokes-Wolfe Engineering, the
Manatee County Estension Services of Palmetta,
Fla., the Smith Motor Company in Austin, Texas
and Parkersburg Floral Company. Hazel loved
and enjoyed cats.
Surviving is her nephew, Tim (Becky) Stephens
of Belpre; an aunt, Tennesse Mahoney and
several cousins and friends. She was also
preceded in death by a sister, Ordella
Stephens.
The funeral service will be held 11 a.m.
Saturday at Kimes Funeral Home, 521 Fifth St.,
Parkersburg, Pastor Randall Fuson will
officiate and burial will follow at Evergreen
South Cemetery. The visitation will be from 6-
8 p.m. today.
