Roger Lee "Goat" Wise Sr., of Parkersburg,
passed away July 9, 2010, at Camden-Clark
Memorial Hospital.
He was born July 9, 1954, in Parkersburg, a
son of the late John and Viola Shuck Wise.
Roger was currently employed with the City of
Parkersburg Sanitation Department for 18 years
and he was a member of the Junk Man's Club.
Surviving is his wife of 26 years, Deborah L.
Hornbeck Wise; son, Roger L. Wise Jr. of
Parkersburg; two daughters, Melissa Wise of
Parkersburg and Jessica Wise at home; three
grandchildren, Tionna McCrosky, Landyn
McCrosky and Trinity Hardman; one brother,
David H. (April) Wise; one sister, Pearl
Byers; and a special brother-in-law, Jim
Hornbeck, all of Parkersburg; and also many
nieces and nephews.
In addition to his parents, he was preceded in
death by five brothers.
There will be a graveside service 11 a.m.
Monday at Evergreen South Cemetery. Pastor Jim
Sims will officiate and burial will follow.
There will be no public viewing or visitation.
Kimes Funeral Home of Parkersburg is assisting
the family with the services.
Robert Charles Staats
Walton, WV
Robert Charles Staats, 75, of Walton, W.Va.,
passed away July 6, 2010, of an apparent heart
attack.
He was born Jan. 10, 1935, in Parkersburg, a
son of the late Robert Clay Staats and Agatha
Farnsworth Staats Wendland.
Robert retired from the United States
Government, Naval Research & Development and
was a veteran of the Korean Conflict. He was
an EMT with the Loudoun County (Va.) and
Ritchie County (W.Va.) Rescue Squads. He was a
member of the Faith Chapel Presbyterian Church
of Lucketts, Va. He was a little league
baseball umpire, had served as president of
the Lucketts Elementary School PTA for 13
years and the Lucketts Community Citizens
Association.
He will be sadly missed by his family and many
friends.
Surviving are his wife, Carol Richardson
Staats; children, Robert and Vickie Staats of
Seymour, Ind., Alan and Barbara Staats of
Harpers Ferry, W.Va., Cheryl Ridgway of
Parkersburg, and Agatha Staats of Waterloo,
Iowa; stepchildren, Roy and Jeana White of
Palm Beach, Fla., Heather and Ken Bibbee of
Parkersburg, and Travis and Renee White of
Morehead, Ky.; grandchildren Anthony and Megan
Ridgway, and Brett Ridgway, Jeffrey Staats,
Leanne and Will Bibbee, Zack and Kimberly
White, and Cassie White; great-grandchild,
Wyatt Ridgway; and his previous wife of 32
years, Delores Davis of St. Marys.
In addition to his parents, he was preceded in
death by several uncles, aunts, and a half-
sister.
The funeral service will be held at 11 a.m.
Saturday at Kimes Funeral Home, 521 Fifth St.,
Parkersburg, Rev. Michael Richardson and lay
speaker, John Richardson will officiate.
Burial will follow at the Mt. Olive Cemetery at Walker with military rites provided by the
Harris-Ritchie VFW Post #3554. The visitation
will be from 2-4 and 6-8 p.m. today.
Elma M Bibbee
Parkersburg, WV
Elma M. Bibbee of Parkersburg passed from this
earthly life late Monday, July 5, 2010, at the
age of 105.
She was born April 3, 1905, in Wood County, a
daughter of the late Charles W. and Docia
Fleak Myers.
Mrs. Bibbee was a long time member of Trinity
United Methodist Church having joined in 1934.
She retired in 1967 from Corning Glass Works
with 24 years of service and she was a former
employee of the Parkersburg Silk Mill.
Surviving is one son, Earl Bibbee (Doris)
(Herbie) of Bay City, Mich.; two daughters,
Edith Dunbar (Carroll) and Evelyn Jones, all
of Parkersburg; 14 grandchildren; 40 great-
grandchildren; 27 great-great-grandchildren
and seven stepgreat-great-grandchildren; one
sister, Vada Snyder of Parkersburg; and many
nieces and nephews.
In addition to her parents, she was preceded
in death by her husband of 62 years, Edward
Earl Bibbee in 1987; a brother, Herbert Myers;
and a great-granddaughter, Lindsay Ruth Clay.
The family would like to express thanks to the
doctors, nurses and staff of the Parkersburg
Care & Rehabilitation Center for the care and
kindness provided during her stay there.
The funeral service will be held 2 p.m. Friday
at Trinity United Methodist Church at 10th
Avenue and Thomas Street, south Parkersburg.
Pastor David Stilgenbauer will officiate and
entombment will follow at the chapel of Peace
Mausoleum of Sunset Memory Gardens. The
visitation will be at Kimes Funeral Home, 521
Fifth Street, Parkersburg, today from 6-8
p.m., on Thursday from 2-4 and 6-8 p.m. and at
the church on Friday one hour prior to the
service.
Larry C (Pappy) Foggin
Vienna, WV
Larry C. "Pappy" Foggin, 67, of Vienna, went
home to be with the Lord, July 3, 2010, at
Camden-Clark Memorial Hospital.
He was born Jan. 23, 1943, a son of the late
William D. Foggin and Nellie B. Bailey Foggin.
He was a self-employed contractor having
partnered with his brother, David, for 29
years to form D&L Foggin Builders.
He was a member of Vienna Recreation Baseball
for many years, coaching, umpiring and
building fields. He enjoyed watching and
coaching his children in sports. He was an
avid hunter and fisherman. He spent many hours
growing his flowers along with his sister,
Susan.
Surviving is his loving wife of 46 years,
Nancy Foggin; five children, Tammy Kinney
(David) of Vienna, Missy (Kevin) of
Parkersburg, Wayne Foggin of Vienna, Rick West
(Debbie) of Davisville and Tina Forshey of
Waverly; three brothers, Tom Foggin (Mary Lou)
of Vienna, David Foggin of Vienna and Delbert
Foggin (Wilma) of Valley Mills; two sisters,
Susan Huron (Bart) of Vienna and Leona Foggin
of Vienna; 12 grandchildren, including,
Terry "T.J." Forshey (Tammy), Shawn Forshey,
Brandon Forshey (Misty) and one very special
granddaughter, Ciara D. "C.D." Kinney; eight
great-grandchildren including, Tyler, Tanner
and Dylan Forshey; special friend, Jean
Peters; and many nieces, nephews and friends.
In addition to his parents, he was preceded in
death by one son, Jeff Foggin.
A celebration of his life will be at a later
date.

Kimes Funeral Home and Cremation Services.
Maxine V. (Moore) DeLancy
Parkersburg, WV
Maxine V. (Moore) DeLancy, 78, of Parkersburg,
passed away July 2, 2010, at Camden-Clark
Memorial Hospital.
She was born July 4, 1931, at Harrisville, a
daughter of the late Alvin K. and Elizabeth V.
Moore.
She was employed at Yonkers and Misty
Manufacturing and later became a housewife.
She believed in the Bible, our Lord and
Saviour Jesus Christ and the Billy Graham
Ministries.
Surviving are three daughters, Shirley Ann
Moore, Rita Gray and Deborah King, all in
Indiana; two sisters, Wilma L. Thompson and
Kathleen L. Riel; two brothers, Carlos R.
Moore and Gary L. Moore, all of Parkersburg;
several grandchildren and great-grandchildren;
and several nieces and nephews.
In addition to her parents, she was preceded
in death by her beloved husband, Richard E.
DeLancy Sr.; two sons, Richard E. DeLancy Jr.
and Raymond E. Dowler Jr.; one brother, Dennis
R. Moore; and a sister, Donna M. Moore.
There will be a graveside service at 10:30
a.m. Monday at Sunset Memory Gardens,
Parkersburg, with the Rev. Rick Brown
officiating. There will be no visitation.
The family would like to thank the
Transitional Care Skilled Nursing Unit of
Camden-Clark Memorial Hospital for the
kindness and care given to Maxine during her
stay there.

Jerry Lee Fleak
Belleville, WV
Jerry Lee Fleak, 54, of Belleville, passed
away June 28, 2010, at his home.
He was born Nov. 27, 1955, in Parkersburg, a
son of the late Pearl and Opal Wright Fleak.
He was a member of the Belleville Baptist
Church and worked at Linde Gas as a
welder/fabricator. He enjoyed fishing,
hunting, camping, and pig roasting for local
events.
Surviving is his wife, Candice "Candy"
Townsend Fleak; six daughters, Chrystal
Sheppard (John) of Davisville, Heather
Ferguson (Jim) of Washington, Jill Fleak (Joby
Sims) of Parkersburg, Lakita Fleak of Vienna,
Kendra Fleak and Kaitlyn Fleak, both of
Belleville; seven grandchildren, Kyle
Sheppard, Garrett Sheppard, Uriah Ferguson,
Alayna Ferguson, Hailey Reaser, Elexis Reaser,
and Jocie Sims; four brothers, Carl Fleak
(Pam), Pearl Fleak Jr., David Fleak (Alicia),
and Gary Fleak (Shelia), all of Washington;
four sisters, Carolyn Carney (Jim) and Shirley
Fleak (John), of Williamstown, Betty Nichols
(Bill) of Parkersburg, and Susan Nichoson
(Rick) of Coolville; and many nieces and
nephews.
The funeral service will be 2 p.m. Thursday at
Kimes Funeral Home, 521 Fifth St.,
Parkersburg, Pastor Scott Morehead will
officiate and burial will follow at the
Pleasant Home Cemetery at Belleville. The
visitation will be from 2-8 p.m. Wednesday at
the funeral home.
