Gordon G. Noe, 76, of Seminole, Fla., died May 14, 2002. Guy W. Pugh, 84, passed away Tuesday, June 11, 2002. He is survived by his wife of 61 years, Dorothy Pugh; his daughter, Barbara P. Fifer and her husband, Tommie; two grandchildren, William T. Dorothy Kidd Sampson passed away June 11, 2002. She was preceded in death by her husband, Aaron J. Sampson; and is survived by her niece, Carol Dunville Carpenter of Newport News; four nephews, Robert M. Dunville Jr. of Hatteras, N.C., David A. Dunville of Lanexa, John E. Dunville of Richmond and Dr. J. Luther Sampson Jr. of Wilmington, N.C. Mrs. Sampson was employed by the State of Virginia for 16 years, where she served as confidential secretary to the director of the Department of Welfare and Institutions. Arthur James Thomas Sr. died Saturday, June 8, 2002. When we think of Art, wonderful things come to mind. Above all, Love and Life. His happy, friendly spirit was truly infectious. His generosity and hospitality extended to all he met. He is survived by his spouse, Shirley; siblings, Herbert, Jane, Beverly and Sherman; children, Arthur Jr., Tracey, Kevin, Dana, Sean, Keisha and their mates respectively, Shewanda, Hassan, Idrisa, Henry and Jgiann; grandchildren, Candace, Marquis, Brian, Brittany, Asia, Arthur III, Blake, Christopher and Chesney; and all his in-laws, nieces and nephews. Although there are only a few names here listed, there are many more who considered him a father and a brother. He will be sorely missed. John Michael "Jack" Vocke, 69, of Ashland, died in St. Mary's Hospital on Monday evening, June 10, 2002. Mr. Vocke was a graduate of Duquesne University, Pittsburgh, Pa., and a 12-year veteran of the U.S. Air Force. He was retired from Kelly Springfield Tire Co. and their subsidiaries, Star Rubber Co. and Richmond Rubber Co. He was also formerly employed by Safeway International Corp. At the time of his death he was employed by Guardian Fire and Safety Equipment Co. He is survived by his wife of 42 years, five children, 14 grandchildren and a brother. His remains rest at the Bliley Funeral Home's Staples Mill Chapel, 8510 Staples Mill Rd., where a Rosary Service will be held 7 p.m. Thursday. John M. Hamlet

John M. Hamlet Jr. learned about hard work and perseverance very early. Polio left him on crutches as a child, but he still worked the family's Charlotte County farm.
Throughout his life that determination would serve him well.
Mr. Hamlet, a 22-year juvenile and domestic relations court judge in Charlottesville, died Sunday at age 92.
A funeral will be held Wednesday at 11 a.m. at The Hill & Wood Chapel in Charlottesville. Burial will be at Farmville's Westview Cemetery.
Mr. Hamlet contracted polio when he was 18 months old. "He had to be educated at home. He didn't go to public school until the third grade," said his wife, Myrtle Courier Caul Hamlet. "And when he did, he would walk to school using crutches with classmates helping to carry books. He worked up to the point where he could walk with just a cane."
A 1931 graduate of Hampden-Sydney College, the former high school teacher worked as an editor at Michie Publishing Co. after earning a law degree from the University of Virginia in 1941. In 1945, he joined the Charlottesville law firm of Wingfield, Hamlet and Spitzer.
Two years later, Mr. Hamlet was appointed judge of the Juvenile and Domestic Relations Court of Charlottesville.
Shelby Marshall, clerk of court for Albemarle County Circuit Court, served as his clerk from 1961 to 1967.
"I had a lot of respect for the man. He meant business. In domestic relations cases, he came down hard on fathers who didn't support their children. He used to say, 'If you're a father, your children eat the potatoes and you eat the peelings.'"
Mr. Hamlet had another saying to parents who tried to make excuses or speak for their children in juvenile court, Marshall said. "He would say, 'This is his little red wagon. Let's let him pull it.' In my years with him I don't remember too many repeat offenders."
After he retired from law practice, he served as a special justice for 21 years.
In his 50s, his illness caused him to use a wheelchair, his wife said, but that didn't stop him from traveling throughout the region to fulfill his duties as a special justice. Though he had a passion for law, automobiles were also a great love.
"He learned about cars while on the farm," his wife said. "His father was a dentist and didn't know anything about how cars worked, so it was his job to fix them. I always told him he should have been a grease monkey. We rebuilt the engine of my'50 Mercury together."
Mr. Hamlet was active in Republican politics in the Charlottesville/Albemarle area. He was a member of the First Presbyterian Church.
He was the widower of Lena Ann Wood Hamlet.
Survivors, in addition to his wife, include a son, John M. Hamlet III of Beverly, N.J.; a sister, Martha Davis of Richmond; and a granddaughter.
Mandell S. Siff

Color has its place in men's fashion, but for Mandell Shevel Siff, sticking to the basics - classic grays, browns and blues - was a formula for success for more than 40 years.
"If a merchant keeps these in stock at all times, customers will beat a path to his door," Mr. Siff told The Times-Dispatch in 1964. "They always know they can get what they want at his store."
Mr. Siff, a founding member of the Jewish Community Center of Richmond and founder Shevel's men's and boys clothing stores here, died Sunday at St. Mary's Hospital. He was 76.
Born in Washington in 1925, Mr. Siff was a World War II veteran who fought with the 84th Infantry Division in the Battle of the Bulge. He received the Bronze Star for bravery and a Purple Heart.
A 1947 graduate of North Carolina State University, Mr. Siff worked first as manager for the Young Men's Shop in Richmond before striking out on his own with Shevel's. The first store opened at Southside Plaza in 1958. The family-owned business at one point grew to eight stores in the Richmond area. Now there are two, at The Shops at Willow Lawn and Chesterfield Towne Center.
When Mr. Siff retired from the business in the early 1990s, his son, Robert Siff, and son-in-law, Barry Krauss, took over, operating the stores at Willow Lawn and Chesterfield Towne Center, respectively.
They still run the stores on tenets set forth by Mr. Siff, his son recalled in 1993 story in The Times-Dispatch: "You got blue, gray and brown, you're in business."
Mr. Siff also owned the El Rancho Trailer Court at 7748 Midlothian Turnpike. He was a member of Temple Beth-El of Richmond and B'nai Torah in Florida. In addition, he was a former Board member of the Bank of Virginia, a Civitan, a Mason and a Kentucky Colonel.
Other survivors include his wife, Jean Fleishman Siff, whom he married in 1949; and two daughters, Ellen Siff Krauss of Richmond and Sara Siff Katzin of Boca Raton, Fla.
A funeral will be held Monday at 2 p.m. at Bliley Funeral Home's Central Chapel, 3801 Augusta Ave. Burial will follow at Richmond Beth-El Cemetery at Forest Lawn.
