Glenda Diane Smith, 57, of Culpeper died Thursday, February 27, 2003, at the University of Virginia Medical Center. She was born January 8, 1946 in Blairsville, Georgia to the late John R. Payne and Audrey M. Wilson. Mrs. Smith enjoyed sewing, cooking, playing cards, and especially spending time with her grandchildren. Mrs. Smith is survived by her husband of forty-two years, James Edward Franklin Smith, one son, Jefferey Todd Smith and his fiance, Melissa Stringfellow both of Mitchell, and one daughter, Mauricea D. Smith-Baumgardner and her husband, James T. both of Rhoadesville. Additional survivors include nine grandchildren, one great grandchild, one sister, Sandra E. Rivers of Dale City and two close friends, Elizabeth Reed and Robin Pollino. In addition to her parents, she was preceded in death by one brother, Maurice A. Payne. A memorial service will be held Tuesday, March 4, at 7 p.m. at Found and Sons Funeral Chapel, 850 Sperryville Pike, Culpeper. The Rev. Robert Woodson will be officiating. Mr. Robert C. Blakeley, 66 of Fredericksburg died Friday March 7, 2003 at Northern Va. Community Hospital in Arlington. Robert was the former owner and operator of Blakeley tree service in Arlington for over 30 years. He is survived by his wife, Imogine M. Blakeley; two daughters, Wendy Young of Alabama, Julie and John Cox of Alabama; three sons, Robbie C. and Brandy Blakeley of Alabama, Ricky R. and Juanita Conley of Fredericksburg, David W. and Katina Conley of Fredericksburg; three sisters, June Fowler of Georgia, Ellen Haynes of Florida, Geraldine Lomond of Alabama; a brother, Earl Blakeley of Alabama; fourteen grandchildren, three great-grandchildren and numerous nieces and nephews. The family will receive friends at Found and Sons Funeral Chapel - Fredericksburg on Monday March 10, 2003 from 7:00 to 9:00pm. A funeral service will be held at Found and Sons Chapel on Tuesday, March 11, 2003 at 11:00am. Interment will follow in Remington cemetery.

Robert L. "Skip" Inskeep, 84, of Providence Park, died Wednesday, April 9, 2003, at Grand Strand Regional Medical Center, in Myrtle Beach, SC. He was born May 25, 1918, in Culpeper to the late John Louis and Lucy Florence Yowell Inskeep. He was preceded in death by his first wife, Lottie L. Inskeep, his step-son, William "Bucky" Hay, and a sister, Marjorie Bailey. He was President of Culpeper Auto Parts, Inc., a former chairman of the Culpeper County School Board, a former board member of Culpeper Memorial Hospital, and a life member and past president of Culpeper Rotary Club. He was a First Lieutenant and pilot serving the U.S. Air Force during World War II, and a member of the First United Methodist Church of Myrtle Beach. Skip was a devoted loving husband, father and grandfather. He truly loved life and enjoyed it to the fullest. Survivors include his wife of thirty-five years, Willie Mae Inskeep, one son, Robert L. Inskeep, Jr. and his wife, Beverly of Huntersville, NC, a daughter, Anne Inskeep and her husband, Pete Smith of Stanardsville, two brothers, Harold and Russell Inskeep of Culpeper, two sisters, Mildred Earle Huffman and Mary Carpenter of Culpeper, and grandchildren, Leslie Hay, Brittany Inskeep, Megan Smith and Brett Inskeep. The family will receive friends Monday, April 14 at the funeral home from 12:30 p.m. until departing for the cemetery at 1:45 p.m. A graveside service will be held at 2 p.m. at Fairview cemetery with Rev. John Crawford, III and Rev. Kenneth Timmerman officiating. Honors will be provided by the Culpeper American Legion Post #330 and the Culpeper V.F.W. Post #2524. Charles Dubois Leible, Sr., 80, of Spotsylvania County died on Wednesday, February 26, 2003 at Southside Regional Hospital after a long illness. Charles was a former member of the Fredericksburg area Moose Lodge, Eagles Lodge and the VFW. He enjoyed hunting and fishing He is survived by his wife, Rubye; a son, Chuck Leible of Caroline County; a daughter, Ellie I. Leible-Harden of Spotsylvania; a step-son, Bill S. Goss of White Stone, VA; a brother, George D. Leible, five grandchildren and nine great grandchildren. A graveside service will be held on Tuesday, March 4, 2003 at Quantico National cemetery at 1:30 pm.

Mary Constance Kibler, 78, of Fredericksburg died Tuesday, April 8, 2003, at her residence. She was born August 22, 1924 in Culpeper County to the late David Karn Kibler and Mary Alice Spicer Kibler. Ms. Kibler was a "woman of modern age." She graduated from a beauty school in Martinsburg, West Virginia and later became owner and operator of Mary Lou's Beauty Shop for more than thirty years. Ms. Kibler also managed the State Theater and Regal Theater under R.C. Theater Company. She was a member of Eastland United Methodist Church. Ms. Kibler did not have the privilege of her own natural children, though was considered to be a motherly figure to many. Survivors include a niece, Helen LuAnne Clatterbuck of Stafford and her son, Joshua Ashby Clatterbuck, special cousins, Fran Kibler of Fairfax, honorary son, David C. Kibler and his wife, Connie of Madison, honorary grandchildren, Tammy Kibler of Madison and David A. Kibler and his wife, Jenifer of Madison, as well as many other cousins, nieces, nephews, friends and not to mention loved ones close to heart. In addition to her parents, she was preceded in death by a sister, Helen L. Kibler Clatterbuck. A memorial service will be held Saturday, April 12, at 11 a.m. at Found and Sons Funeral Chapel of Culpeper with Rev. Gerald Vaiden officiating. Billy M. Coleman, 64, of Spotsylvania died Saturday, April 12, 2003 at Bethesda Naval Hospital. He was a former member of Faith United Methodist Church in Alexandria. He was a Vietnam Veteran in the US Army and was a recipient of the Bronze Star. He retired as a Sergeant Major after 31 years then went into civil service, where he was a logistician for the military before retiring in December of 2002. Billy was a dedicated husband, father and grandfather. He is survived by his wife of 42 years, Ruby Coleman; two sons, Mark A. Coleman and his wife, Elyse and Michael W. Coleman and his wife, Mary B., both of Fredericksburg; three brothers, O. L. Coleman of Louisiana, Jake Coleman and Charlie Coleman, both of Mississippi; four sisters, Eva Reich of Mississippi, Vera Aubert and Mary Coleman, both of Louisiana and Samantha Patterson of Oklahoma; five grandchildren and numerous nieces and nephews. The family will receive friends on Thursday, April 17, 2003 at Found and Sons Funeral Chapel of Fredericksburg from 7:00-9:00 pm. Wilda Shaffer Allen, 90, of King George died on Tuesday, February 25, 2003 at Mary Washington Hospital. Wilda worked as a transcriber for the Department of Treasury and retired from the Bureau of Public Debt after 20 years. She is survived by a son, Mark C. Allen and his wife, Wanda of King George and several nieces and nephews. She is preceded in death by her husband, Berlyn E. "Bud" Allen. Johnny L. Haynes, Sr., 50, of Brandy Station died Tuesday, February 25, 2003, at the University of Virginia Medical Center, in Charlottesville. Mr. Haynes was born February 16, 1953 in Culpeper County to the late Marshall Bruce Haynes and Margaret Katherine Brown Haynes. Mr. Haynes loved the sport of NASCAR. He is survived by his wife, Mary Virginia Haynes of Brandy Station and three children, Johnny L. Haynes, Jr. and his wife, Sharon both of Remington, Angela M. Gray and her husband, Tommie both of Fredericksburg and Chrissy L. Haynes of Richmond. Additional survivors include one sister, Linda S. Hudson and her husband, Linton B. Hudson both of Culpeper, his grandmother, Bessie Brown of Culpeper, eight grandchildren and one step-grandchild. Tyree Riston Pelan, 59, of Culpeper died Tuesday, March 4, 2003, at America House. She was born October 13, 1943 in Washington, DC to the late Elton Posey and Naomi Hopkins Posey. Mrs. Pelan is survived by two daughters, Julie Koontz and her husband, Joe both of Culpeper and Jeanette Taylor and her husband, Craig both of Nokesville, and one son, Russell Pelan and his wife, Traci both of Laurel, MD. Additional survivors include six grandchildren, Skyler Koontz, Joseph Koontz, Jr., Kelsey Taylor, Ethan Taylor, Christopher Pelan and Megan Pelan. She is also survived by two sisters, Shirley Vaughn and Mitzee Teague, one brother, Thad Posey and a number of nieces, nephews, and cousins and friends at the America House. In addition to her parents, she was preceded in death by her husband of 30+ years, Dewayne Milo Pelan. Ms. Beatrice E. Jett, 58 of Fredericksburg died Friday, April 4, 2003 at her home. She is a member of the Canaan Faith Church of God and a member of the American Legion. She served in the US Army during the Viet Nam conflict. Beatrice worked as a nurse at Mary Washington Hospital and Carriage Hill Nursing Home for numerous years until she retired due to a disability. She is survived by two sons; Jerry W. Jett, Jr. of Stafford, Robert L. Huot of Minnesota; her parents, Robert Newton of Fredericksburg and her mother, Georgianna Newton also of Fredericksburg; a sister, Roberta Newton of Pennsylvania; a granddaughter, one niece and numerous nephews. A memorial service will be held at Canaan Faith Church of God on Wednesday, April 9, 2003 at 7:00pm with the Rev. E. T. Bourne officiating.

Embrey of Stafford; two sisters, Julia Walker and Betty Anderson, both of Stafford; a brother, John Zeets of Dumfries, two grandchildren and numerous nieces and nephews.
