PUFFENBARGER
Barbara A. Puffenbarger, 71, of Colonial Heights, died on Wednesday, September 29, 1999 in Johnston-Willis Hospital. She was born in Brunswick County, Va. and was the daughter of the late, William A. and Dora Edwards Bowen. She was a graduate of Madison College in the Class of 1949. Mrs. Puffenbarger taught elementary school for thirty-six years and taught in the Colonial Heights School system for thirty-three years, the last being in Tussing Elementary School. Mrs. Puffenbarger was a member of Highland United Methodist Church, the Joy Club and AARP, and the Retired Teachers Association. She is survived by her husband, Richard E. Puffenbarger; a daughter and son-in-law, Rhonda P. Peterson and Richard of Chesterfield; two sisters, Mary Johnson of Virginia Beach and Easterbelle Simms of Raleigh, N.C.; two grandchildren, Luther Craig Wilmoth and Richard Brett Peterson. A funeral service will be Saturday, October 2, 1999 at 2 p.m. at Highland United Methodist Church with the Rev. Dr. Dennis Lipke, Rev. Darwood Rowan, and Rev. William Rawlings, officiating. Grace S. Schutt, age 84, of Burkeville, widow of Henry G. Schutt, died Wednesday, September 29, 1999. She is survived by two daughters, Norma Jean Walls of N. Myrtle Beach, S.C. and Peggy S. Prezioso of Mechanicsville, Va.; six grandchildren; and six great-grandchildren; one sister, Nannie W. Schutt of Burkeville; one brother, Stanley W. Worsham of Burkeville. Mrs. Schutt was a member of Burkeville Baptist Church and a retired secretary at Southern States Cooperative. Thomas E. Seay, age 66, of Sandston, died Thursday, September 30, 1999. He is survived by his wife of forty years, Agnes D. Mary Jane O’Connor Sibley, 79, of Richmond, died Thursday, September 30, 1999. She was the widow of Winton E. Sibley. She is survived by her son, Ronald Winton Sibley; her two daughters, Jane Sibley Butler and Diane Sibley Sanders; five brothers, James, William, Benjamin, and M.C. "Sam" O’Connor, all of West Point, Va. and Donald O’Connor of Richmond; three grandchildren, Mary Lynn Sanders, Stuart Thomas Butler III, and John Winton Butler. STEELE
William T. Steele, Jr., husband of Mary C. Steele, died on Wednesday, September 29, 1999. Mr. Steele was a native of Appomattox, Va., and a graduate of Virginia Polytechnic Institute with a degree in Vocational Agriculture Education. He was a member of Omicron Delta Kappa, and taught Vocational Agriculture at Varina High School, Henrico County, for four years. He served as a member of the Federal Farm Credit Board, having been appointed to a six year term by President John F. Kennedy in April, 1963. He was a member of Saint Stephen’s Episcopal Church, member and past president of the Country Club of Virginia, and past president of Richmond Chamber of Commerce. He served as Chief Executive Officer with Southern States Cooperative Incorporated from 1961 until his retirement in 1973. He was an avid hunter and golfer. He was preceded in death by his wife, and is survived by his two sons, William T. Steele, III of Richmond, and Russell C. Steele of Halifax; and five grandchildren. A memorial service will be held 11 a.m. Friday, October 1, 1999, at Saint Stephen’s Episcopal Church. Interment will be private. WELCH
Betty Harr Welch died on Tuesday, September 28, 1999. She was born October 5, 1917 in Johnson City, Tenn. She lived in Johnson City and Roanoke, Va., where she graduated from Jefferson High School. After 1 year at Longwood College, she graduated from the University of South Carolina. She is survived by her husband of 57 years, William M. Welch; three sons, William Welch and his wife, Marcelle from Florida, John Welch and his wife, Kathleen from Delaware, Mark Welch and his wife, Debra from Ohio; six grandchildren; four great grandchildren. Betty was an elder of Southminster Presbyterian Church and a life member of Zeta Tau Alpha Sorority and taught school in Ohio before moving to Richmond in 1974. Services will be held 2 p.m., Friday at Southminster Presbyterian Church. Interment will take place 1 p.m., Saturday at Easthill Cemetery in Salem, Va. Joseph David Williams, 90, of Richmond died Thursday, September 30, 1999. He is survived by his wife of 65 years, Cecil Luck Williams; one daughter and son-in-law, Caroline Williams Ashburn and John Wesley Ashburn of Winston-Salem, N.C.; a granddaughter, Susan Faye Ashburn of Charlotte, N.C.; and a granddaughter and her husband, Sharon Ashburn Knapik and Matthew Gregory Knapik, also of Charlotte. Mr. Williams was employed by the Richmond Newspaper, Inc. from 1927 to 1945. At this time, he and three other employees of the Richmond News Leader began a printing business, Keel-Williams Corp. The business was sold after 35 years at which time he retired. Mr. Williams was a member of Carlisle Avenue Baptist Church where he served as Chairman of the Trustees, Chairman of the Board of Deacons, and Chairman of the Finance Committee. He was a 64 year member of the Thomas N. Davis Masonic Lodge #351 AF&AM, where he was secretary for 47 years and Past Master. Mr. Williams was a resident of the Care Center of the Masonic Home of Virginia since November 1996. The family will receive friends at the Nelsen Funeral Home, 4650 S. Mr. Ernest Walke Bailey of Dunwoody, Ga., but a native of Richmond, Va., died Friday, February 7, 1997. Mr. Bailey retired from Pittsburg Plate Glass Company as a District Manager with 45 years of service. He is survived by his wife, Ada R. Leo Nell Donati, 80, of Chester, died Friday, February 7, 1997.
