Roy D. Jackson Jr.
Roy D. Jackson Jr., 85, passed away Nov. 20 in El Paso. He was a member of a pioneer and distinguished El Paso family. He was born Sept. 8, 1919, in Fort Stockton, the son of Roy D. Jackson and Lucile Prim Jackson.
He was an international lawyer, insurance executive, scholar and advocate of outdoor life.
His father served as district attorney of El Paso and later as district judge of the 34th District Court of El Paso County. His mother was a longtime teacher in the El Paso public schools.
Roy Jr. was educated in the public schools of El Paso and followed this by earning a B.A. degree (magna cum laude) from the University of Texas at Austin.
He then entered UT Austin’s Law School and graduated in 1939 with an LLB degree, with honors, and was a member of the Honorary Law Society, The Order of the Coif and served as a student editor of the Texas Law Review.
He returned to El Paso to commence the practice of law, but World War II intervened and like many of his generation, he immediately volunteered and joined the U.S. Navy.
For more than four years, he served as an officer in various branches, ending with service in the Combat Destroyer fleet in the Pacific Theater of operations.
After discharge from the service, he commenced what was to be a long and noteworthy corporate international law practice with Gulf Oil Company and related entities, and he rose to major executive positions involving service both in the United States and in foreign posts in South America, Europe, the Middle East, Africa, the Far East and the Caribbean.
He also was the founder and chief executive officer of Oil Insurance Ltd., a Bermuda corporation, which was and is now a major mutual insurance company dedicated to serving the energy industry.
A quick and active intelligence coupled with an always curious mind, which he had exhibited since boyhood, served him well as his duties were not of a specialized nature, but covered a wide range of legal, business, insurance and political matters.
In the mid-1980s, he returned to El Paso to a more leisurely life varied by some continued contact with the law through “of-counsel” positions with the local law firms of Scott and Hulse and Mayfield and Perrenot.
He could now pursue his long-held interest in all aspects of the natural world and the outdoors, which he did in time spend by himself or with friends in such areas as the family ranch in Hudspeth County, Texas, the Gila Wilderness in New Mexico and the Chiricahua National Monument in Arizona.
These endeavors together with a scholarly and informed interest in public affairs continued until the time of his death.
He is survived by his wife, Frances Hoard Jackson of El Paso, by his children — Michael Jackson, Roy D. Jackson III, Christina Twinn and Andrea Ashworth — by his stepdaughter Pamela Glasier Kennedy and by grandchildren. His brother Robert Jackson passed away shortly after Roy.
Private burial services took place at Restlawn Cemetery in El Paso.

In loving memory of my beautiful wife and family. Tiny, a year has gone by. Some of us think as though you are away and will be back. We find ourselves lost and empty and wanting to see you and talk with you. We thought about you yesterday and days before that, too.
We think of you in silence. We often speak your name, remembering wonderful happy times. All we have left are our wonderful memories and beautiful pictures of you. Our hearts still ache in sadness and secret tears still flow. We know you are in a better place called Heaven with Angels and the roses. God has you in his keeping; we have you in our hearts. Your tender eyes and gentle ways are forever in our hearts and what it meant to lose you. We will miss you always and forever. You are greatly missed and loved by many, dear wife, mother and friend.
