J.C. Harlan Sr. was born Jan. 27, 1928, in Greenville.
He had worked for Tarrant County for more than 40 years. He married Marsha Elaine Willey on May 10, 1968, in Dallas. Mr. Harlan served in the Army Air Forces.

He was a member of Stephenville Masonic Lodge No. 267, Moslah Shrine Temple, the Stephenville school board for six years and the American Legion. He was a director of Stephenville Bank and Trust.
