When he was superintendent of League City Schools, he consolidated the League City, Webster, Seabrook and Kemah Schools into the Clear Creek ISD. As superintendent of Alvin Public Schools and president of Alvin Junior College, he built a totally new junior college from the ground up, and it gained much notoriety.

Templeton served many posts of the Southern Association of Colleges and Schools and was elected to the presidency in 1967. He was only the second Texan to become president of the Southern Association of Colleges and Schools, the accrediting agency for all schools in the 11 southern states.

Templeton’s crown jewel of service as executive director of Governor John B. Connally’s Committee on Education Beyond the High School (1963-64), has served as the State Coordinating Committee for all education beyond the high school for 30 years.
