Samuel Douglas 'Dick' Franklin
Mr. Samuel Douglas 'Dick' Franklin, 79, of Angleton, died Saturday, Oct. 4, 2003, in Huntsville, following a sudden illness.
Thomas Brown Tyson Jr., one of the earliest Houston directors of public services to promote a rail-based mass transit system, died Wednesday at Conroe Regional Medical Center. He was 75.
Tyson died of heart failure after a sudden illness said his wife of 54 years, Helen, 73.
Tyson and former City Councilman Frank Mancuso traveled to Europe and Canada during the term of Mayor Fred Hofheinz, 1974-77, to look at rail systems and return with recommendations, Mancuso recalled.
Mancuso, who praised Tyson's work as a public services director, said they traveled with representatives from San Francisco and Washington, D.C., who used information gathered on the trip to develop successful commuter rail systems.
Tyson argued at the time that the city should begin building a rail transit system before it was a necessity, otherwise it would be too late, recalled his son, Todd B. Tyson of Waco.
"It was a really big priority for him," Todd Tyson said. "He felt it was really essential."
Tyson also was an early advocate of taking ambulance service away from some 20 private operators and turning it over to the fire department, a strategy eventually adopted.
Although some private companies did a good job, others didn't, his son said. Tyson was concerned "that whether people lived or died depended on the ambulance service they called."
After his retirement, he was instrumental in bringing emergency medical services to northern San Jacinto County, according to Helen Tyson.
He was born in Point Blank on Jan. 30, 1928. He joined the Navy near the end of World War II and served as a gunner's mate on a destroyer.
He earned a degree in business administration from Sam Houston State College and a law degree from South Texas College of Law.
In 1955, he began working for the city of Houston as a rate analyst and assistant public services director. Tyson left the city in 1960, and returned five years later to become public services director.
After holding the post for 10 years, he left to work for Entex as a rate attorney and retired in 1987.
He moved to Point Blank, where he served as mayor for five years, joined the volunteer fire department and helped bring Habitat for Humanity, which builds low-cost homes for the needy, to San Jacinto County.
He also donated free legal services to the needy, earning the East Texas Legal Service's Pro Bono Award in 2000.
Tyson, who walked five to seven miles each day, often encountered stray animals that had been dumped by their owners, his son said.
"The kids liked to walk with him," Todd Tyson said."They formed something of a parade: him, the kids and four or five dogs."
Tyson is also survived by daughter, Melissa Tyson of The Woodlands and son, Fred Parton of Houston.
