Floella Scaggs
Former county bookkeeper
Floella Scaggs, 76, of Clinton, died Thursday, Feb. 25, 1999, at her home.
Mrs. Scaggs had worked as a bookkeeper for the Anderson County director of budget for approximately 20 years.
She was born in Morgan County on May 10, 1922, the daughter of William and Reba Fagan Hammond, who are deceased. She was the widow of Dale Scaggs.
Mrs. Scaggs was a member of Second Baptist Church of Clinton.
She is survived by three daughters, Janice Kidwell and Phyllis Hill and her husband Tim, all of Clinton, and Rochelle Loy and her husband, William, of Strawberry Plains; her son, William "Bill" Burks and his wife, Darlene, of Clinton; and by 15 grandchildren, 22 great-grandchildren and several nieces and nephews.
Another son, Howard Paul Burks, died earlier.
The funeral will be held at 8:30 tonight, Feb. 26, in the chapel of Holley-Gamble Funeral Home in Clinton with the Rev. Kenny Bean officiating.
A graveside service will be held at 1 p.m. Saturday, Feb. 27, at Sunset Cemetery in Clinton.
The family will receive friends from 7 to 8:30 tonight at the funeral home.
Gertrude Hill Elliott
Red Hill Baptist member
Gertrude Hill Elliott, 75, of Andersonville, died Thursday, Feb. 25, 1999, at Mariner Health of Norris.
Mrs. Elliott was a homemaker and a member of Red Hill Baptist Church of Andersonville.
She was born in Campbell County on April 13, 1923, the daughter of James and Bettie Phillips Hill, both now deceased.
She was the widow of John Elliott.
Mrs. Elliott is survived by three daughters, Jessie Cantrell and her husband, James, and Betty Utley and her husband, Carl, all of Clinton, and Linda Jones of Knoxville; two sons, Edward Elliott and his wife, Jeanne, of Elizabeth City, N.C., and Earl Elliott of Andersonville; her sister, Luvernia Wilson of Andersonville; and her brother, Chester Hill of Crossville.
She is also survived by 13 grandchildren; 10 great-grandchildren; two great-great-grandchildren; and several nieces and nephews.
The funeral will be held at 11 a.m. Saturday, Feb. 27, at Red Hill Baptist Church in Andersonville with the Rev. David Mullins and the Rev. Lonnie Dison officiating.
Burial will follow at Red Hill Cemetery.
The family will receive friends from 7 to 9 tonight, Feb. 26, at Holley-Gamble Funeral Home in Clinton.
Fleeta Bert Williams
Clinton resident
Fleeta Bert Williams, 77, of Clinton, died Wednesday, Feb. 24, 1999, at her home.
Mrs. Williams was a homemaker.
She was born in Roane County on Dec. 7, 1921, the daughter of Bert and Flora Courtney Qualls.
She is survived by her husband of 49 years, Gene Williams; two sons, Larry Williams and his wife, Sharon, of Clinton, and Jeff Williams of Madisonville; two grandchildren, Brandon Williams and Samantha Williams; three sisters, Polly McGuffin, Patty Calloway and her husband, Willard, and Sue Muecke and her husband, Jack, all of Kingston; two brothers, John Qualls and his wife, Betty, of Rockwood, and Courtland Qualls and his wife, Merrie, of Rogue River, Ore.; and by several nieces and nephews.
A memorial service will be held at 3 p.m. Saturday, Feb. 27, in the chapel of Holley-Gamble Funeral Home in Clinton with the Rev. Curtis Akers officiating.
The family will receive friends from 1 to 3 p.m. Saturday at the funeral home.
B.B. Coulter
Retired Y-12 mechanic; Wildcat fan
Bruce Brewer "B.B." Coulter, 86, of Columbus, Ohio, died Wednesday, Feb. 24, 1999, at Forest Hills Center in Columbus.
Mr. Coulter had retired from Union Carbide Nuclear Division in 1977 after 29 years as a mechanic at the Oak Ridge Y-12 Plant.
A former resident of Rhea County, he lived in Oak Ridge for more than 50 years where he raised his family and cultivated a lifelong friendship with local high school and college sports. He was known to many as a die-hard Oak Ridge Wildcat fan and was a longtime fixture at nearly all Wildcat football and basketball games.
Mr. Coulter was a member of Trinity United Methodist Church of Oak Ridge.
He is survived by his wife, Opal Haynes Coulter; three children, Sandy Anderson of Satellite Beach, Fla., Ron Coulter of Columbus and William Bruce Coulter of Canton, Ga.; two sisters, Katherine Moore of Spartanburg, S.C., and Jo Ann Coulter of Graysville; three brothers, Frank A. Coulter and James A. Coulter, both of Hixson, and Walter F. Coulter of Graysville; and by 12 grandchildren and 12 great-grandchildren.
The funeral will be held at 8 tonight, Feb. 26, in the chapel of McCarty-Martin Oak Ridge Funeral Home with the Rev. Michael Johnson officiating.
A graveside service will be held at 11 a.m. Saturday, Feb. 27, at Abel Cemetery in Dayton.
The family will receive friends from 6 to 8 tonight at the funeral home.

William 'W.F.' Milligan
Retired from Magnet Mills
William "W.F." Milligan, 91, of Clinton, died Wednesday, Feb. 24, 1999, at his home.
Mr. Milligan had retired after many years of service with Magnet Mills in Clinton.
He was the son of John and Daisy Aultom Milligan. He was a member of Zion Baptist Church.
Mr. Milligan is survived by his wife of 71 years, Edna Stephens Milligan; two daughters, Anna Ruth Milligan of Clinton and Willa Dean Zeka and her husband, James, of Cincinnati, Ohio; three sisters, Bertha Rhyne and her husband, Leonard, of Clinton, and Helen Simmons and Gladys Bryant and her husband, William, all of Clarksville; and his brother, John Selph of Carthage.
He is also survived by five grandchildren, Billie Jean Rice and her husband, Robert, of Clinton, Sandra Lee McDaniel and her husband, Wayne, of Walton, Ky., and Benny Goodman, Wayne Goodman and his wife, Kathy, and Steven Goodman and his wife, Kay, all of Cincinnati; his great-grandchildren Robin Burris and her husband, Jessie, of Clinton, Shanna Criddle and Lisa and John Goodman Jr., all of Ohio, and Amanda Beeson and her husband, Matthew, of Kentucky; his great-great-granddaughter, Zabrina Burris of Clinton; and by several nieces and nephews.
In addition to his parents, an infant son died earlier.
The funeral will be held at 8:30 p.m. Saturday, Feb. 27, in the chapel of Holley-Gamble Funeral Home in Clinton with the Rev. Glen Gamble officiating.
A graveside service will be held at 1:30 p.m. Sunday, Feb. 28, at Zion Cemetery in Claxton.

Gerald L. Roberts
Retired K-25 technician
Gerald L. Roberts, 75, of Oak Ridge, died Sunday, Feb. 25, 2001, at Briarcliff Health Care Center.
Mr. Roberts was born Feb. 23, 1926, in Dixon, Mo., the son of John C. and Mary Ellen Baker Roberts, both now deceased.
He was retired from Martin Marietta Energy Systems as a laboratory technician at the Oak Ridge K-25 Site.
He was a volunteer at the Knoxville Zoo and enjoyed taking animals to local schools and talking about them with the children.
Mr. Roberts was a member of First Cumberland Presbyterian Church. He also enjoyed photography, his family said.
He is survived by his wife, Ruth Hoffman Roberts; his brother, Howard Roberts and his wife, Edie; his nieces, Marilyn Beller and Susan Rockers and her husband, Fred; his nephews, James A. Erwin and his wife, Ann, Russell Roberts and his wife, Jeanne, and Dan Roberts and his wife, Wendy; and by several grandnieces and grandnephews.
In addition to his parents, his sister, Lorene Erwin, died earlier.
The funeral will be held at 8 p.m. Wednesday, Feb. 28, in the chapel of Martin Oak Ridge Funeral Home. The Rev. Vernon Sansom will officiate.
The burial will be private.

Mary R. Brock
Oliver Springs homemaker
Mary R. Brock, 80, of Oliver Springs, died Sunday, Feb. 25, 2001, at Royal Care of Harriman.
Mrs. Brock was born Oct. 2, 1920, in Scott County, Va., the daughter of L.K. and Eliza Ward Robinette, who are deceased. She was the widow of Sam Brock.
She had lived most of her life in this area and was a member of Orchard View Baptist Church in Oliver Springs.
Mrs. Brock is survived by her brother, Jim Robinette and his wife, Marie, of Oliver Springs; her sisters, Edith Browning of Oliver Springs and Buna Quarles and her husband, Clyde, of Georgia; and by several nieces and nephews, including a nephew she considered special, David Quarles.
In addition to her husband and her parents, she was preceded in death by another brother, Hagan Robinette, and another sister, Ruth Rather.
The funeral will be held at 8 tonight, Feb. 27, in the chapel of Sharp Funeral Home in Oliver Springs with the Rev. Jeff Hughes officiating.
A graveside service will be conducted at noon Wednesday, Feb. 28, at Oak Ridge Memorial Park.
