Philip W. Stroupe, 86, of Memphis, retired Army lieutenant colonel, postmaster general in Dallas and retired political columnist for Jackson Daily News, died Wednesday at Saint Francis Hospital. He was a member of the Press Corps and a graduate of the University of Missouri. He leaves a niece who helped care for him, Ann England of Memphis.
