Ex-Voinovich top aide dies
COLUMBUS, Ohio - Paul Mifsud, the loyal defender, tough-guy troubleshooter and deft dealmaker who ran then- Gov. George Voinovich's staff for 5 1/2 years, died Tuesday from complications of lung cancer, a business partner said.
Mifsud, 53, of Marysville, died at Ohio State University Medical Center from an infection stemming from the cancer, Jeff DeLeone said. Doctors found the tumor in March 1999.
"Paul Mifsud made a difference in my life so that I could make a difference in the lives of others," Voinovich, now a U.S. senator, said in a statement. "He was a dedicated public servant who gave part of his life to serve his fellow man."
Mifsud ran Voinovich's campaign for governor in 1990 and was his chief of staff from 1991 to 1996.
As Voinovich's top aide, Mifsud was the raw power behind the politician - the one brokering legislation, calling in favors, placating the powerful, bullying the opposition and rolling in the political dirt.
His work, however, often raised controversy.
Questions arose in the mid-1990s whether he meddled in a state lawsuit against the Carl Lindner-controlled Provident Bank to the benefit of the major Voinovich campaign contributor.
State officials also investigated whether Mifsud awarded Cincinnati contractor William Cargile state work for dismissing a lawsuit challenging the state certification of Asian Indians as minority contractors. Mifsud was cleared both times. However, Mifsud pleaded guilty in September 1997 to two misdemeanor charges that he tried to cover up cut-rate home remodeling work in Marysville from a state contractor. He spent six months in a Union County jail.

Robert Leroy Cox, law judge
Robert Leroy Cox, 71, a retired administrative law judge who formerly worked for the Department of Labor in Cincinnati, died Monday. He was a resident of Tupelo, Miss., at the time of his death.
Judge Cox retired from the Tupelo Office of Hearings and Appeals as Chief Judge in 1998. He was an administrative law judge for the Social Security Administration in Florence, Ala., and formerly worked for the Department of Labor in Cincinnati and the Solicitor's Office of the U.S. Department of Interior.
He was a former national vice president for the Association of Administrative Law Judges and former vice chairman for the National Young Republicans.
Survivors include his wife, Winnie Jo Perry Cox; sons, Steve Cox of Union, Ky., and Radford Cox of Atlanta; sisters, Mary Lou Cox of Dallas and Alice Crews of Plano, Texas ; and two grandchildren.
Services will be at 10 a.m. Thursday at First Christian Church of Tupelo. Visitation will be from 5 to 7 tonight and from 9 a.m. until time of services Thursday at the church. Roland Burkey, medical professor
Roland Burkey, a professor at the University of Cincinnati College of Medicine and longtime volunteer for the Cincinnati Zoo and Botanical Gardens, died Monday at Twin Towers Retirement Community in College Hill. He was 91.
Mr. Burkey retired with emeritus membership at the college, years after he was part of a team that developed methods of recognizing lead and trace metals in micro quantities. The team's findings were published in scientific journals, which led to graduate students from around the world coming to Cincinnati to study under Mr. Burkey.
Survivors include his wife of 66 years, Zara T. Burkey; a son, William Burkey of Phoenix; a daughter, Gretchen Erb of Augusta, Ga.; a sister, Arlene McQueen of Stonecreek; three grandchildren; and three great-grandchildren.

Bertha "Bert" Noll Higgins, a former teacher at St. Jude Catholic School in Bridgetown, Ohio, died at 1:35 p.m. Wednesday at Baptist Convalescent Center, Newport.

Robert H. Kramer, P&G soap maker, town marshal
Robert H. Kramer was a soap maker, Sunday school teacher and a town marshal.
More important, "he was a good man, a good husband and a good father," said Henryetta Fortner Kramer, his wife of 60 years.
"He had a good personality, lots and lots of friends and a wonderful sense of humor."
Mr. Kramer, 85, of Independence, Ky., died Friday. He was a native of Newark, Ohio, and a soapmaker for Procter & Gamble in Cincinnati for 37 years.
Memorial services will be at 3 p.m. Sunday at the Independence Christian Church. His body was donated to the University of Cincinnati College of Medicine.
