FRED H. SMITH, 84, of Palm Bay, Fla., formerly of Covington, died Monday. He was a retired executive with American Laundry Machinery, Norwood, and an Army veteran of World War II. Services are pending at Fountainhead Memorial Funeral Home in Palm Bay. Memorials: Alzheimer's Association.

Sam Carder: "Delhi will miss him'

Sam Carder was "Mr. Delhi."

"There was nothing here when he got here in 1943," recalled Mr. Carder's son, Mike. "He and a few others got everything going here.

"He helped organize the Delhi Athletic Association for youngsters and was a member of the Delhi Township Park Board. He was very active throughout the township. Delhi will miss him a lot."

Mr. Carder, 84, who lived in the same house in Delhi Hills since 1943, died Wednesday.

A native of Milton, Ky., Mr. Carder was a vice president in charge of national distribution at Schenley Distillers in Lawrenceburg, Ind., where he worked 40 years until retiring 20 years ago.

The Delhi Athletic Association gave many youngsters their first taste of organized sports.

"My father was the first person to have Pete Rose on an organized baseball team when Pete was 10 years old," said Mike Carder.

Mr. Carder also devoted much of his free time to Delhi Township Park Board activities.

"He was still checking to make sure everything was okay at Delhi Township Park up until very recently," said Mike Carder. "A lodge at the park is named in his honor."

Mr. Carder got along with everybody "because he never put anybody above anyone else," said Mike Carder.

"He told me his philosophy when I was eight years old: "If the garbage man and the mayor both leave town for a month, who are you going to miss the most?'

"He treated the garbage man like he was the mayor."

Mr. Carder's wife of 60 years, Imogene, died in 1994. Other survivors include a daughter, Glenda Nixon.

Services: noon Friday at tWood Oakley Funeral Home, Milton, Ky. Visitation: 10 a.m. Friday at the funeral home.

George Muehlenkamp, judge

Former Campbell Circuit Judge George T. Muehlenkamp spent most of his working life in the public eye.

But whether as an assistant city attorney in Newport, Campbell County attorney or pioneering jurist, Judge Muehlenkamp insisted on pulling no punches.

Judge Muehlenkamp, 80, of Highland Heights, died at 1:26 p.m. Tuesday at Highlands of Ft. Thomas nursing home.

"You'd have to know George. On the one hand, he was quiet. But on the other, he had a booming voice," said Lambert Hehl, a former Campbell County judge-executive who knew Judge Muehlenkamp for more than 40 years. "He was a good lawyer and a professional person. He watched his ethics and had a lot of legal ability."

A Newport native who grew up in Ft. Thomas, Ky., the judge was known for his keen intellect. In 1948, he scored the second-highest rating on the state bar exam when he graduated from the University of Kentucky Law School.

He was an assistant Newport city attorney in 1950-51, Campbell County attorney in 1953-1977 and a district court judge in 1978-83. He was elevated to the circuit court in 1984 and retired in 1988.

The judge had a strong sense of humor but could be gruff. He expected lawyers to be prepared, gave them respect when they deserved it and earned it in return, said Justin Verst, an assistant Campbell County attorney since 1978 and a former Muehlenkamp campaign worker.

Judge Muehlenkamp presided over a variety of cases, from adult bookstores to zoning disputes.

"He treated everyone straight and fair and was up front with you. You couldn't ask for anything more," Verst said.

Robert Sanders, a Covington lawyer, said Judge Muehlenkamp was known for his compassion in helping lawyers who suffered from alcoholism and other substance abuses. Through the Kentucky Bar Association, "he saved a lot of people's practices, if not their lives, through the years," Sanders said.

He served on the state Legislative Ethics Commission but resigned last year after saying officials gutted the commission's authority.

Other survivors include his wife, Mary Helen Lewis Muehlenkamp; a son, Thomas Lewis Muehlenkamp of Cincinnati; a daughter, Sister Mary Peter Muehlenkamp; and a brother, Charles J. Muehlenkamp of Florence.

Gwendolyn Justice, social worker

Much of Gwendolyn Banks Justice's life was spent helping the poor and needy.

A retired social worker with the Hamilton County Department of Human Services, she assisted many during her life who were down on their luck.

Mrs. Justice, 86, of Hyde Park, died Thursday.

A graduate of Woodward High School, she attended the University of Cincinnati and was a member of the New Thought Unity Church of Cincinnati.

She was an avid bridge player and belonged to the American Bridge Association, and the Frags Bridge Club. She also was president of the Epicureans Social Club for several years, and was a member of the Sigma Omega Chapter of Alpha Kappa Alpha Sorority.

She leaves several friends.

Services: 11 a.m. Monday at Cedars of Lebanon Chapel, Spring Grove Mausoleum, at 4521 Spring Grove Ave. Visitation: 10 a.m. Monday at the chapel. Renfro Funeral Service Inc. is in charge of services.
