Named after his paternal grandfather, he was born at the home of his maternal grandparents, Christopher John and Nellie Fleckenstein Hart, on Chris Hart Road in the town of East Otto. He was known to many as "Scapper," a nickname given to him at birth by his sister, who couldn’t say Casper.
At an early age he attended grades 1 through 5 at a one-room schoolhouse in the town of Mansfield, and in the middle of the 5th grade his mother transferred him to Ellicottville Union Free School, in Ellicottville, where he graduated in 1950 at the age of 16. During his high school years he played four years of football and three years of basketball and belonged to Future Farmers of America and was vice president of the student council.
Upon graduation he worked for his grandfather, Chris Hart, on his dairy farm, and at age 17 he enlisted in the U.S. Navy as a seaman recruit. He attended Navy boot camp in Newport, R.I., and then attended the Navy Hospital Corps School in Great Lakes, Ill.
