On his return from the service, Vance was occupied in work as a surveyor, as an assessor for a Jamestown law firm, and as manager of the Elks Club. Vance accepted an offer to act as state fire marshal for North Dakota beginning in January 1951. He served possibly the longest of any state fire marshal, retiring in early 1982. He served 20 years of that time as director of the International Association of Arson Investigators. He was particularly proud of the accomplishments in the high quality of our state nursing homes, and was happy to assist in the founding of our splendid rural fire departments. He had great love and respect for the firemen of North Dakota. He was a member of Trinity Lutheran Church in Jamestown, and later of the Bismarck Fire Chief's Association, International Association of Arson Investigators, Lewis and Clark Lodge 132, Masons, a life member of El Zagal Shrine, Dusters unit of the Shrine, a life member of B.P.O. Vance was the facilitator in the gift of electric doors to the Anne Carlson Crippled Children's School by the VFW Club. He was very fond of children and they reciprocated. He became known as The Candy Man, and that he was. As a duster, he drove a 1924 La France fire truck and when not in formal use, it was packed with kids. It was a big part of the Elks Day at Camp Grassick. As his health failed, Vance spent his last years in the pleasant atmosphere and comradeship of the North Dakota Veterans' Home in Lisbon. On each visit his family felt increasing appreciation of the care and friendship he found there. He departed our home on June 10, 2000. He is survived by his wife, Helen; one daughter, Barbara Arneson; and one sister, Florence Wichmann, Eugene, Ore. He was preceded in death by two brothers, Clair Arneson, Sacramento, Calif., and Bryce Arneson, Seattle, Wash.
