Loretta "Beenie" Wiegand, 81, of Highland Heights, died Monday at St. Luke Hospital East, Ft. Thomas. She was a homemaker, a member of St. Joseph Seniors Club, Cold Spring, and a past president of Newport Central Catholic Mother's Club.
A son, Gary Wiegand, died in 1992. Survivors include her husband, Arthur Wiegand; sons, Robert Wiegand of Highland Heights, James Wiegand of Philadelphia and Richard Wiegand of Portland, Ore.; a daughter, Loretta "Bunny" Arszman of White Oak, Ohio; a brother, Edward Oelpman of Berea; a sister, Mary Beckman of Indianapolis; 13 grandchildren and seven great-grandchildren.
Mass of Christian burial will be at 10 a.m. Thursday at St. Joseph Church, Cold Spring. Visitation will be from 5 to 9 p.m. Wednesday at Radel Funeral Home, Highland Heights. Entombment will be in St. Stephen Mausoleum, Ft. Thomas.

Charles "Dutch' Millbaugh, carpenter
Charles H. "Dutch" Millbaugh helped sculpt the local skyline.
The Independence carpenter helped build Riverfront Stadium (now Cinergy Field), the Brent Spence Bridge, the Procter & Gamble building and the W.C. Beckjord power plant in New Richmond, Ohio.
"He liked being outdoors and he was a hard worker," said a daughter, Ethel Messer of Union.
"He came from a hard-working German family, and he was talented at it. He didn't have but a fourth-grade education, but he could read a blueprint as good as anybody else."
Mr. Millbaugh died Monday night at the Florence Park Care Center. He was 85 years old.
Mr. Millbaugh was born and reared in Woodsfield, Ohio.
He was noted for the private homes he helped build in Northern Kentucky.
"He did the plumbing and the concrete - he could do everything," said Mrs. Messer.
After he joined Cincinnati Carpenter Union Local No. 2., Mr. Millbaugh helped build local landmarks. He retired about 30 years ago, then managed Edroy Court Apartments in Cincinnati. He was a member of the Independence Baptist Church and enjoyed hunting deer.
"He liked horses," Mrs. Messer said. "He wasn't a betting man, but he loved a good horse race and a beautiful horse.
"He was very outgoing and friendly. He always made people feel good about themselves."
Mr. Millbaugh's wife, Martha Stadig Millbaugh, died in 1984.
Other survivors include sons Charles E. Millbaugh of Independence and David Millbaugh of Mishawaka, Ind.; a daughter, Vickie Barnes of Wilder; a stepdaughter, Margaret King of Cincinnati; eight grandchildren, eight step-grandchildren, 15 great-grandchildren, 15 step-great-grandchildren and two step-great-great-grandchildren.
Services will be at 11 a.m. Friday at Allison and Rose Funeral Home in Covington. Visitation will be from 4 to 8 p.m. Thursday at the funeral home. Burial will be in Floral Hills Cemetery
in Taylor Mill.

Madie Yetta Toby Bailey, 69, of Covington, died Sunday at her home. She was a homemaker.
Survivors include daughters, Marge Goodhew of Yakima, Wash., and Rita Nichols of Baltimore; a brother, David Toby of Cincinnati; five grandchildren and one great-grandchild.
Services will be at 7 p.m. Thursday at Don Catchen and Son Funeral Home, Elsmere. Visitation will begin there at 4 p.m. Thursday. Burial will be in Floral Hills Cemetery, Taylor Mill.

Jim T. Carr, 70, of Covington, died at 12:20 p.m. Monday at his home. He was a former glass installer with A&A Auto Glass Co., Cincinnati; an associate pastor of Free Pentecostal Church, Covington; and a member of American Legion Post No. 57 in Old Orchard, Maine. He was a Coast Guard veteran of World War II.
Survivors include his wife, Mary Combs Carr; a son, Sam Carr of Covington; sisters, Henrietta Burke of Cincinnati and Geraldine Morhard of Philadelphia; brothers, John Carr of Falmouth, Paul Carr of Anaheim, Calif., and David Carr of Old Orchard Beach, Maine; four grandchildren and two great-grandchildren.
Services will be at 2 p.m. Friday at Elliston-Stanley Funeral Home, Williamstown. Visitation will be from 5 to 9 p.m. Thursday at the funeral home. Burial will be in Williamstown Cemetery.

Mary V. Clifton, 82, of Covington, died Monday at her home. She was a retired seamstress. A daughter, Martha Nelson, died in 1996.
Survivors include a daughter, Bess Vance of Marco Island, Fla.; brothers, M. A. Palmer and Frank Palmer, both of Benoit, Miss., and Clifton Palmer of Cleveland, Miss.; sisters, Claudia Clifton and Ruby Jennings, both of Benoit, Miss., Vera Barlow of Jackson, Miss., and Kate Filer of Louisville; six grandchildren and nine great-grandchildren.

William Jackson Fryman, 90, of Germantown, died Tuesday at Maysville Regional Medical Center. He was a farmer and a member of Salem United Methodist Church, Germantown. His wife, Emma Colyer Fryman, died in 1972.
Survivors include a daughter, Susan Young of Germantown; and two grandchildren.

Martha Helphinstine, 66, of Harrison, Ohio, formerly of Bellevue, died Tuesday at her daughter's home in Harrison, Ohio. She was a homemaker and a grocery clerk with B&R Carryout, Cincinnati, and a member of First Presbyterian Church in Harrison.
Survivors include a daughter, Judy Rimroth of Harrison, Ohio; sons, Ralph Trump and John Trump, both of Cincinnati; a sister, Donna M. Telles of Cincinnati; and 10 grandchildren.

Scot Hutchinson, 40, of Covington, died at 6:30 a.m. Tuesday at his home after an extended illness. He was a clerk with the Internal Revenue Service.
Survivors include his parents, Marvin and LaVeren Hutchinson of Crescent Springs; and a brother, Neal Hutchinson of Ft. Thomas.

Dave Jones, 37, of Covington, died at 3:54 p.m. Sunday at St. Elizabeth Medical Center North, Covington. He was a construction worker.

Steve Klug, 44, of Park Hills, died at 4:30 p.m. Monday at his home. He was a self-employed electrician and a member of Covington Turners.
