Born in Fort Wayne, he taught English, world history and Biblical literature at the now-closed Central Catholic school and in public school for 12 years. He also worked for the Neighborhood Youth Corps and was the Fort Wayne coordinator for the Job Training Partnership Act program. He was president of the Manchester chapter of AARP in Danby. EARL T. PHILLIPS, 64, of Peru, formerly of Fort Wayne, died Friday at Dukes Memorial Hospital, Peru. Born in Greenwood, he retired from Norfolk Southern Railroad in 1989 as a maintenance away worker. He was a U.S. Marine Corps veteran. Surviving are his wife, Lillie-May; his former wife, Carol A. JAMES L. BIXBY, 81, of Schaumburg, Ill., formerly of Fort Wayne, died Tuesday at home. Born in Battle Creek, Mich., he worked at the Chicago Tribune, Evanston New-Index and at United Press in Fort Wayne, Indianapolis, Chicago and Detroit bureaus as editor and bureau manager. He also worked at the Detroit Times and in public relations management for major corporations in Richmond, Va., New York and Decatur, Ala. He founded Newsography-95 in 1953 and then worked in association management with American Music Conference and Smith, Bucklin & Associates in 1962. He retired as chief compliance officer and department director with American Egg Board and was past president of Hickory Falls Subdivision and Wonder Lake Master Association. He was also past president of Bar Harbour Master Homeowners Association and 101 Bar Harbour Association in Schaumburg. He was founding director and secretary of Schaumburg Prairie Arts Foundation from 1990 to 1992. Surviving are his wife, Maxine C.; a daughter, Laura Blocksom of Woodstock, Ill.; two sons, John of St. Charles, Ill., and Fred of Cary, Ill.; seven grandchildren; and three great-grandchildren.
