FLORENCE SOPHI NOE, 81, died Tuesday at Lutheran Hospital, Fort Wayne. Born in Lima, Ohio, she retired in 1988 as the owner of Justus Boarding Home in Tampa, Fla., and had also retired from nursing. Her first husband, Richard D. Primmer, died in 1961; second husband, Ralph Justus, in 1971; third husband, Lee Noe, in 1994; and son, James Primmer, in 1997. Surviving are four daughters, Donna Staley of Angola, Rebecca Wickline of Huntington and Zonnetta Legg and Sue Troxel, both of Tampa. Private family services.

RAYMOND L. KINZER, 64, died Monday in Auburn. Born in Mark Center, Ohio, he retired in 1993 as a machine operator from Dana Corp. after 33 years. DELMAR DEAN WAGONER, 79, died Tuesday at Covington Manor Nursing Home, Fort Wayne. Born in Whitley County, he was a mechanic and farmer and had served as Jefferson Township trustee from 1959 until 1967, Whitley County highway superintendent from 1967 until 1969, Whitley County sheriff's deputy from 1969 until 1984 and as Whitley County commissioner from 1984 until 1988. He was a U.S. Army Air Corps veteran and a co-founder of the local National Camper and Hiker's Association. Surviving are his wife, Mildred; two sons, Joe and Jim, both of Columbia City; a daughter, Judy Dunfee of Columbia City; nine grandchildren; a great-grandchild; and a sister, Donna Wagoner of Fort Wayne.
