Vera was born March 19, 1915, in Arkansas to Frank and Alice Wheelan. As a small child her family moved to Galena, Kansas. After completing her high school education and business school, she was accepted for a civil service job in Washington, DC. Her first position was with The Department of Agriculture. With the outbreak of WWII, Vera transferred to The Navy Department where she worked for the Under-Secretary of the Navy, James V. Forrestal. When he was appointed 1st Secretary of Defense, Vera went with him. She remained in this position through nine more Secretary of Defense. Illness forced her to retire while working for Secretary Robert McNamara.
During her Civil Service career, she married Gene Abbott, photographer for the Washington Star & Evening News. She and Gene enjoyed their years of retirement but she became restless and spent the next 10 years with the U. S. Savings and Loan League.
In 1974, Vera again retired and she and her beloved Gene moved to Port St. Lucie. They moved into the first home they ever owned. However, Gene took ill and died in 1978.
Vera filled her life with activities that led to her meeting John Barron, a retired Commander, USN. They married in 1979. With John a part of her life their social life was a whirlwind. Her life again changed when John died in October, 1984.
Vera worked tirelessly for her community and church. She gave generously of her time and contributions to numerous organizations as well as the Republican Party.
Vera is survived by nephews Martie Wheelan of Joplin, Missouri and Paul Wheelan of Miami, Oklahoma, niece Barbara Klieves of Joplin, Missouri. Also her Godson Chris Neal of Heber City, Utah.
Vera was a member of The Indian River Presbyterian Church. She will be missed by so many who proudly called her friend, but then as Vera said many times “nothing stays the same.”

She and her husband owned and operated Bailey’s Day Care, from the early 1940’s to the 1970’s. They were affectionately known as Uncle Henry and Aunt Cille. She was a member of Parkview Baptist church.
She is survived by her daughters, Cheryl and husband Thomas Desmond, of Fort Pierce, FL and Mary Jane Reed of Diaz Newport, AK, her sisters, Eleanor Pennell of Vero Beach, Elizabeth Douglas of Titusville, FL and Florence Andrews of Oak Hill, FL, her brother, William Raulerson, of Titusville, FL and 6 grandchildren, Thomas Jr., Nancy, and Charlene Desmond and Michael, Jerry and Timmothy Reed, and her special friends Sidney and Thomas Cook.
She was pre-deceased by her husband Henry Nathan Bailey, her sisters, Amelia Stephens, Margaret Marie Metzger Raulerson, and Amelia M. Stephens, her brothers, Pete, Oscar, H.T. (Ted) Theodore Metzger and Charles Edwin Raulerson
