Charles L. Winterberger

McClellan pilot went on to fly commercial airliners

Charles L. Winterberger, a former McClellan Air Force Base flier who went on to become a commuter airline pilot, died Sunday of complications from pneumonia. He was 84.

When Skymark Airlines was founded in Sacramento in 1967, Mr. Winterberger was hired as the airline's chief pilot.

Starting in World War II, he had served 25 years as an Air Force pilot. His departure from the service coincided with Skymark's start-up.

"He hired his buddies from the military as pilots at Skymark as they retired from the Air Force," said Melvin S. Halpern, who flew alongside Mr. Winterberger both as a military and airline pilot. "Every pilot at that new airline was from the military."

Halpern described him as a "pilot's pilot" with more than 10,000 hours flying time.

As a commercial pilot, Mr. Winterberger flew four years for Skymark, then nine years for Golden West Airlines after it acquired Skymark in the early 1970s. Both airlines used small prop-jets to serve cities throughout California, including Sacramento, San Jose, Redding, Monterey and Bakersfield.

A native of Junction, Ill., Mr. Winterberger was one of five children of the former Georgia Floyd, a teacher, and Leonard Winterberger, a railroad telegrapher.

His family owned a country gas station, and Mr. Winterberger worked there before joining the Army Air Forces in 1942. Upon graduating from pilot training, he became an instructor and spent the remainder of World War II teaching air cadets the fundamentals of flying airplanes.

After the war, he flew planes such as the C-54 and C-119 from a number of overseas bases.

He and his wife, the former Oleva Wintizer, and their children settled in Carmichael in 1958 when he was assigned to the 965th Airborne Early Warning and Control Squadron at McClellan.

When Mr. Winterberger came to Sacramento, it was the peak of the Cold War, an era when air crews stationed at McClellan played a key role in defending the United States from foreign attack.

As a pilot with the 965th, he flew the four-engine RC121D, or Lockheed Super Constellation, on routine radar patrol missions off the West Coast, from Mexico to Canada.

At the time, the Air Force kept nearly three dozen of the Super Constellations based at McClellan for the off-shore patrols, Halpern recalled.

"Twenty-four hours a day, every day of the year, we had four airplanes out there, flying elliptical patterns, synchronized so we had complete radar coverage at all times," he said. "If we detected an unknown aircraft on the radar, then we would notify the ground control and they would sent up fighters to intercept."

In addition to flying patrol missions from McClellan, Mr. Winterberger served as a flight examiner, responsible for teaching new pilots coming into the squadron how to fly the Super Constellation.

After retiring from the airlines, he focused his energies on his children and grandchildren, according to his family.

He was a member of the Order of Daedalians, a military pilots organization.

In recent years, suffering from Parkinson's disease, he resided, along with his wife, at Ħegis Assisted Living in Carmichael.

In addition to his wife, survivors include a son, Charles L. Winterberger Jr. of Sacramento; daughters, Tessa Winterberger of Oakland, Sibyl McWalters of Carmichael and Ona  Jones of Chico; sisters, Marjorie Barnett and Carolyn Bradley of Illinois; and five grandchildren.

Viewing is scheduled from 5 to 9 p.m. today in El Camino Baptist Church, 2805 El Camino Ave., with services set for 10 a.m. Friday, also in the church.

Robert E. Loheit

Robert E. Loheit, who as Sacramento's first Chapter 13 bankruptcy trustee helped thousands of debtors pay off their bills and salvage their credit, died of cancer Nov. 2. He was 87.

A native of San Francisco who was reared in Sacramento, Mr. Loheit worked for loan companies and served as a lobbyist for nearly two decades.

He also was a lobbyist for the consumer finance industry before opening his own credit counseling firm.

In 1962, he was selected by federal bankruptcy Judge Robert Woodward as trustee for all Chapter 13 cases in Northeastern California.

At the time, Chapter 13 bankruptcy was a little known and rarely used alternative to Chapter 7 bankruptcy, said Larry Loheit, one of his sons.

Mr. Loheit soon gained national recognition as a pioneer in the use and development of Chapter 13 procedures, his son said.

As Mr. Loheit explained to a reporter in 1971, Chapter 13 enables overextended wage earners "an opportunity to pay (their) just debts under a reasonable arrangement free from harassment by his creditors."

Mr. Loheit was a founder of the National Association of Chapter 13 Trustees and, after he retired in 1977, he served five years as the group's executive secretary.

"Bob was conscientious and compassionate and did an outstanding job," Woodward recalled Wednesday. "He helped (debtors) organize their finances so they could pay off their obligations and still have enough to live on. That's a tough thing to do."

In his role as a Chapter 13 bankruptcy trustee, Mr. Loheit's name frequently appeared in the news columns of local newspapers. But he first made news in 1930, when as a student at Sacramento High School, he was credited with saving the life of an injured soldier.

"Robert Loheit -- is the first hero of the maneuvers of the United States Army Air Corps at Mather Field," said a story published on Page One of The Bee on April 1, 1930.

"His 'prompt and efficient aid' saved the life of an injured soldier, so now he will receive -- honors."

The news account went on to explain how Mr. Loheit, applying first-aid training he'd learned as a Boy Scout, saved Pvt. Carlis W. Atkins, who had been injured in a military truck crash on Folsom Boulevard.

Mr. Loheit, who happened on the scene, quickly applied a makeshift tourniquet, stemming the flow of blood, after the soldier's "arm was almost completely torn off at the elbow," according to The Bee.

After graduating from Sacramento High in 1933, Mr. Loheit attended Sacramento Junior College and McGeorge School of Law, although he never earned a law degree.

Mr. Loheit's experiences as a loan company manager money-lender proved invaluable as a Chapter 13 trustee, he recalled years later.

"I know where the bodies are buried, and if a loan company calls me with a tale of woe, I know whether they are blowing smoke or whether their claim is valid."

About a tenth of all money collected from creditors was used by the federal court to pay the expenses and salaries of Loheit and his staff.

"We had one of the most successful (Chapter 13) programs in the country," Woodward said, "and a great deal of it was due to Bob. He took an interest in people -- and tried to help them."

Mr. Loheit is survived by his wife of 65 years, the former Marjorie Keach; sons, Larry and Dennis, both of Sacramento; sister, Myrtle Duensing of Sacramento; four grandchildren; and seven great-grandchildren.

A reception is scheduled from 5 until 7 p.m. Nov. 20, at the Radisson Hotel, 500 Leisure Lane, Sacramento.
