Born in San Marcos, Texas, Mr. Starkey came to Arizona after he graduated from high school. He worked and played baseball for one of the large lumber mills in the McNary area.

Baseball brought him to the Verde Valley, where he met his future wife Dorothy Wombacher. His move to the Verde Valley eventually landed him a job with Standard Oil and a place on the Clarkdale Bears ball team.

Little League came to the Verde Valley when he joined two other men with that goal in mind. He donated all the top soil, machinery and his time to make the ball field at the Lower School in Clarkdale usable.

By this time, he had joined his father-in-law Lou Wombacher in the business known as Clarkdale Transfer. They moved or hauled everything and anything. Eventually the emphasis was placed on the sand and gravel portion and remained that way until he leased out his interest.

Mr. Starkey and his wife, Dot, managed the VV Country Club at two different times and owned the Newstand, which was commonly called Starkey's for many years.

Together with a handful of other people who believed that the people of Clarkdale should have a voice in public affairs, he donated his time and money to the cause of incorporation, which became a reality in 1957.

His election to the town council several times with the most votes automatically gave him the mayor's seat. However, he felt his lack of higher education would not best represent the citizens of Clarkdale, so he stepped aside for someone he felt would be better qualified.
